Job description

A Technical Writer (TW3) is needed for the Modernization / Re-write of a .NET Application. The TW3 would be responsible for all Technical Documentation, Business Process descriptions, system requirements, workflows and release materials are accurate, consistent and aligned with DCY governance standards and will work closely with software Developers, Business Analysts, Program teams, QA Testers and Project leadership. Role: · Create and Maintain Architecture Diagrams, API Documentation, Data Dictionaries, Entity Relationship Diagrams and System Configuration guides. · Document current state and future state workflows, including Intake Process, Billing Flows, Automated Jobs and System interactions. · Maintain documentation libraries and subscription lists. · Identify, create, revise, and maintain documentation and templates needed by the Application Teams. · Develop, enhance, and maintain user documentation for multiple applications and Ensure appropriate control. · Develop User guides, Quick Start Manuals, SOP’s and Training Content for Program Staff, supervisors and Administrators. · Determine procedures for use of on-line documentation tools and version control documentation as appropriate. · Educate both business and technical groups on the essential need for developing and using standard documentation for all processes. · Organize and prepare work effectively to facilitate proactive resolution of problems, rather than reactive. · Identify and make recommendations around documentation and templates needed by the Application Teams. · Work with users and other State personnel to ensure that the solutions meet State business requirements. · Identify and initiate continuous improvement opportunities. · Direct the development of accurate estimates for documentation requests/activities as required · Review and understand the Application Teams workplan. · Determine time estimates and schedule for own work and resolve issues in a timely manner. · Identify and track issues, risks and action items. · Review and approve procedures for use of on-line documentation tools as appropriate. · Identify business and technical documentation needs not currently addressed. · Promote the need for developing and using standard documentation for all processes within the organization. · Perform detailed reviews of interim and final tasks as appropriate. · Oversee processing of service requests. · Manage, deploy, and schedule Technical Writer activities. · Develop and manage short and long-term documentation plans and schedules. · Understand work requests/needs within Application Teams · Work with Team Leads and Group Leads to set documentation goals. Experience: · Ideally, 5-6 years of similar experience in projects that involved legacy system migration, re-factoring or modernization would be highly preferred. Educational requirements: · Education: 4 year college Degree in IT, Computer Science, Engineering or Business with a focus on Technology The Position is Hybrid and the hire should be able to come to DCY office in Columbus as needed.
