IDEALFORCE has a CONTRACT position available immediately for a Program Manager 4/PM4 to join our customer in Columbus, OH. This is an ONSITE position. Please find below additional details about this job. Hiring Manager would like to have all qualified candidates interview face to face or Skype.

Job Description

The Program Manager's primary responsibility will be to lead the entire Human Capital Management (HCM) implementation effort from start to finish including coordinating the activities with system stakeholders and the implementation contractor. The selected Program Manager will ensure that the program is completed on schedule and that the final product meets the business, technical, quality, and contractual requirements.

Manage the planning, analysis, design, construction, testing, and implementation effort for the HCM portion of the program. 

Be conversant with all contractual details and ensure vendor compliance throughout all phases of the program.

Review, approve and ensure all changes to program scope are documented and follow approved change control processes.

Provide detailed review of deliverables for quality, technical accuracy and requirements compliance.

Manage and coordinate all vendor activities and ensure the State meets its required obligations.

Monitor program milestones and phases to ensure work progress is on schedule and any change orders are required, justified, approved, and reasonable. 

Prepare detailed status reports which accurately report progress and highlight issue and risk items for review and escalation.

Perform quality reviews for all program work performed by State participants and the contractor.

Coordinate work with all team members and related teams in accordance with program timelines, milestones, phases, work requests target dates, and approved executable work packages.

Build and maintain relationships with program sponsors, stakeholders, subject matter experts, and contractor representatives.

Plan, schedule, lead, and monitor design, build, and implementation work tasks.

Anticipate risks and issues and proactively address them. 

Develop and facilitate achievement of program service commitments and performance metrics.

Conduct evaluation reviews with stakeholders for approval upon program work completion.

Effectively work and communicate with all parties participating on the program.

Cooperate with, support the goals of, and execute direction with the State's executives and managers.

Lead and conduct meetings in accordance with high professional standards and effectiveness.

Protect the State's best interests in all work managed and performed.

The ideal candidate must have demonstrated skills specified below:

Hands-on experience with all processes within the program lifecycle.

Experience with management of large programs.

Experience identifying and resolving issues related to large programs.

Experience with process improvement and procedures.

Strong organizational skills.

Detail oriented. 

Must have ability to work in a large team environment.

Day-to-Day responsibilities include but not limited to:

Effectively coordinate tasks and communicate with contractor, program staff, and stakeholders.

Complete tasks identified in the program plan.

Oversee enhancement and development efforts.

Manage and track progress against the program plan. Take corrective actions if work tasks fall behind schedule.

Manage program scope and adhere to defined change control processes.

Capture and report program management metrics.

Modify program plan tasks when necessary. 

Prepare status reports accurately depicting work progress. 

Plan, organize, prioritize, and manage work tasks within and across multiple application teams.

Direct work teams in accordance with milestones, phases, work request target dates, and approved executable work packages.

Identify and mitigate program risks

Identify and resolve program issues. 

Qualifications

-At least 8 years' ERP Project/Program Management experience including within the public sector

-At least 5 years' experience with large-scale PeopleSoft HCM design 

-At least 4 years' experience with full lifecycle ERP implementation projects from requirements definition through implementation

-At least 3 years' experience hands-on expertise with Microsoft Office products including Project and Visio

-Demonstrable outstanding verbal and written communication skills
