Job description

Office of Fiscal and Monitoring Services
The Office of Fiscal and Monitoring Services (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all the Agency's budget activities. This encompasses the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division is also responsible for the management of the Agency's revenue, disbursements and financial obligations as well as performing daily federal cash draws, reconciles and reports on federal grant status. What You Will Do
As a Senior Financial Analyst in the Grants Management bureau, you play a key role in managing federal grants and funds that support ODJFS programs. This position is a good fit for someone who enjoys complex financial work, wants meaningful responsibility, and is motivated by challenges that have a direct impact on public services across Ohio. Job duties include:
  • Complete daily cash draws for federal grants.
  • Reconcile grant and fund revenue and expenditure data.
  • Analyze cash flows to ensure federal grant funding is utilized according to the period of availability.
  • Analyze daily cash on hand balances.
  • Prepare federal financial reports, GAAP schedules, and the Schedule of Expenditures of Federal Awards (SEFA).
  • Develop and maintain tools such as the Grant Ledger Summary and other status reports used by leadership.
  • Review financial information across multiple fiscal sections to support consistent and accurate grant analysis.
  • Improve or create processes that strengthen grants management across the office.
  • Work regularly in OAKS and use advanced Excel functions to review, organize, and summarize data.

  • Ability to prepare clear, accurate financial summaries for leadership, auditors, and fiscal partners.

  • Sound judgment, attention to detail, and the ability to manage multiple deadlines.
Schedule: Full-time.
Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.
Location: This position is headquartered at the Rhodes State Officer Tower - 30 E. Broad Street, Columbus, OH 43215.
Travel: Occasional travel within the state of Ohio.

Qualifications
The ideal candidate, at minimum, must have the following:
Option 1:
  • 42 months experience or 42 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software.

Option 2:
  • Completion of undergraduate core program in business administration, accounting, finance or related field;
  • AND 18 months experience or 18 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software.

Option 3:
  • Completion of graduate core program in business administration, accounting, finance or related field;
  • AND 6 months experience or 6 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software.

Option 4:
  • 12 months experience as Financial Analyst, 66562.

Option 5:
  • Equivalent of minimum class qualifications for employment noted above.

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 months of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

Pay Information
This position is in the State of Ohio's OCSEA Pay Schedule, Pay Range 32. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $31.47 per hour). T hese ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
