Job description

This role provides statewide leadership and guidance to county agencies and early care and education providers. You will ensure consistent and accurate implementation of state and federal laws, policies, and regulations that shape early care and education services across Ohio. 

What You'll Do 

  • Lead Statewide Policy Guidance: Provide direction to counties and providers to ensure compliance with laws and regulations. Coordinate with internal teams to ensure consistent policy interpretation and technical assistance. 
  • Drive Training & Technical Assistance: Oversee the creation and rollout of training for early care and education providers, state staff, and county departments. This includes in person presentations, video modules, virtual instructor lead and web based content. 
  • Strengthen Best Practices: Develop standards, tools, and guidance to help county agencies support families and early care and education programs effectively. 
  • Use State Systems & Analyze Data: Work with systems like the Child Care Information Data System, Ohio Child Licensing Quality System, KinderSystem, Business Intelligence Portal and Ohio Benefits. Evaluate county performance data and recommend incentives, improvements, or corrective actions. 
  • Oversee Program Monitoring: Coordinate targeted reviews of county operations and ensure appropriate follow up to maintain compliance and quality. 
  • Collaborate & Build Relationships: Serve as a key liaison with county job and family services agencies, other state agencies, advocacy groups, and the public. Resolve issues and help strengthen service delivery statewide. 
  • Manage Communications & Content: Approve and maintain up to date content for the early care and education website and Ohio benefits Program Portal website. Oversee tracking and responses to inquiries, complaints, and stakeholder concerns. 
  • Supervise Staff: Assign work, set goals, conduct evaluations, coach development, approve leave, and maintain strong team performance. Lead staff meetings and communicate expectations clearly. 
  • General Administrative Duties: Attend meetings, conferences, and trainings; maintain records; and prepare reports and correspondence.

Pay Information

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.
