Reports To: IT Director
Position Summary
The IT Operations & Portfolio Manager is responsible for overseeing the operational management and portfolio governance of the organization's Information Technology services and initiatives. Reporting directly to the IT Director, this leadership position supports the effective delivery, maintenance, and continuous improvement of IT infrastructure, systems, and applications, while managing the IT project portfolio to align technology investments with organizational goals.
The successful candidate serves as a key member of the IT leadership team, balancing strategic planning with day-to-day operational oversight to ensure technology services are reliable, cost-effective, and responsive to business needs.
Key Responsibilities
IT Operations Management - 50-60%
  • Oversee the daily operations of all IT infrastructure, systems, and applications.
  • Provide leadership to ensure the availability, reliability, and performance of enterprise technology systems.
  • Manage service delivery, problem resolution, and change management processes.
  • Monitor operational metrics, service level agreements (SLAs), and key performance indicators (KPIs) and lead continuous improvement opportunities.
  • Establish and maintain IT policies, standards, procedures, and best practices.
  • Assist with managing vendor relationships, contracts, software licensing, and third-party service providers.

IT Portfolio Management - 25-30%
  • Manage the organization's IT project and technology portfolio to ensure alignment with strategic business objectives.
  • Prioritize technology initiatives based on organizational needs, available resources, risk, and budget.
  • Monitor project progress, resource allocation, timelines, and budgets across the IT portfolio.
  • Identify opportunities to improve operational efficiency through technology modernization and process improvement.
  • Collaborate with business leaders to assess technology needs and develop strategic roadmaps.
  • Partner with business teams and within IT to evaluate proposed technology and AI initiatives for business value, cybersecurity risk, privacy impact, regulatory compliance, and operational sustainability before implementation.

• Perform research and provide guidance on technology projects in multiple technology domains.
Leadership & Collaboration - 25-35%
  • Partner with the IT Director to develop and execute the organization's IT strategic plan.
  • Supervise and mentor IT staff, fostering professional development and accountability.
  • Work collaboratively with department leaders to understand business requirements and deliver effective technology solutions.
  • Prepare reports, presentations, and recommendations for executive leadership regarding IT operations, project status, and technology investments.
  • Assist in developing technology governance, data governance, and AI governance policies.
  • Provide guidance to Board leadership regarding the appropriate, secure, and ethical use of artificial intelligence technologies in government operations.
  • Review departmental requests and partner with the Enterprise Security Manager to ensure compliance with Board policies, privacy requirements, cybersecurity, and AI standards.

Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Information Systems, Business Administration, or a related field.
  • Five or more years of progressively responsible experience in IT operations, infrastructure management, application management, enterprise architecture or IT leadership.
  • Demonstrated experience managing technology portfolios, operational services, and cross-functional IT initiatives.
  • Working knowledge of enterprise infrastructure, cloud technologies, modern applications, networking, cybersecurity, and IT service management frameworks.
  • Experience with IT governance, budgeting, vendor management, and project management methodologies.
  • Excellent leadership, communication, organizational, and problem-solving skills.

Preferred Qualifications
  • Project Management Professional (PMP), ITIL Foundation, or equivalent certification.
  • Experience with portfolio management, strategic planning, and organizational change management.
  • Experience leading enterprise technology initiatives and digital transformation projects.
  • Experience developing technology governance, cybersecurity governance, data governance, or AI governance policies.
  • Familiarity with Microsoft Copilot, Azure AI, Microsoft Purview, AI governance frameworks, or comparable enterprise AI platforms.
  • Experience conducting privacy impact assessments, security risk assessments, or AI risk assessments
