The Team

The West Region Utilities and Local Governments team at S&P Global Ratings covers credit analysis for water and wastewater utilities in California, Oregon, and Washington, with a secondary focus on counties, municipalities, and school districts across the western United States. The team values analytical precision, a strong client service orientation, and a collaborative approach to delivering credit opinions that support funding decisions for essential public services and infrastructure.

Responsibilities and Impact

Team Contribution & Capability Building

• Mentor and provide analytical support to junior colleagues, contributing to team capability and analytical consistency.

Core Analytical & Delivery

• Serve as the primary analyst on credit transactions, preparing well-supported rating recommendations for credit committees with clear, evidence-based credit reports.

• Serve as an active voting member of rating committees, contributing to deliberations on rating outcomes and reviewing materials before publication.

• Meet with issuers, assess historical and projected data, and compile findings into thorough committee presentations and written analysis.

Stakeholder & Market Engagement

• Engage with issuers, investors, and clients on moderately complex analytical and deal-specific matters, assisting in resolving client needs and participating in investor calls.

• Publish timely and insightful credit reports and contribute to relevant research publications.

Compensation / Benefits Information

S&P Global states that the anticipated base salary range for this position is USD $100,000 to $122,000. Final base salary for this role will be based on the individual's geographic location, as well as experience level, skill set, training, licenses, and certifications. In addition to base compensation, this role is eligible for an annual incentive plan. What We're Looking For

Required Skills and Experience

• An S&P Global employee at this level would typically have 3+ years of relevant experience in credit analysis or municipal markets.

• Demonstrated ability to analyze financial statements and apply rating criteria to generate well-supported analytical insights and conclusions.

• Demonstrated written and verbal communication skills, with experience presenting complex analytical information clearly to internal committees and external stakeholders.

• Demonstrated proficiency in quantitative financial analysis.

• Proficiency in Microsoft Office, including Excel, Word, and PowerPoint.

Preferred or Helpful Experience

• Education: Bachelor's degree or equivalent required. A master's degree or professional certification (such as CFA) is highly valued. We welcome candidates from traditional finance disciplines as well as diverse academic backgrounds that support innovative and critical thinking.

• Experience in municipal bond analysis or public sector financial evaluation.

• Experience applying government accounting principles and financial reporting standards.

• Experience using programming languages, data analytics tools, or AI and automation tools in an analytical context.

• Experience applying credit rating methodologies and analytical frameworks.

Additional Information

• We require all candidates who reach the final stage of our interview process to attend at least one in-person interview, which is ordinarily at your nearest S&P Global Ratings office. This must be completed before we can proceed to an offer.

• Employees are required to work from the office a minimum of two days per week.
