    Job description

The company provides training for pilots, technicians and other aviation professionals from 167 countries and independent territories. FlightSafety operates the world's largest fleet of advanced full-flight simulators and award-winning maintenance training at Learning Centers and training locations in the United States, Canada, France and the United Kingdom.

    Purpose of Position The Vice President, PMO Center of Excellence provides enterprise-wide leadership for program management excellence, portfolio visibility, organizational capability development, and execution oversight across defense, commercial, and internal programs. This role establishes the enterprise framework, standards, lifecycle controls, and performance expectations required to support successful execution of complex flight simulation, aerospace, defense, engineering, and manufacturing programs. As a trusted advisor to executive leadership, the Vice President provides independent insight into delivery health, execution readiness, organizational capability, and enterprise risk.

    Program and portfolio leaders retain primary accountability for execution and business outcomes. The Vice President maintains enterprise authority to assess program health, require reviews and recovery actions, provide performance accountability input, and escalate issues that place customer commitments, contractual obligations, or strategic objectives at risk. Tasks and Responsibilities Defines and executes the enterprise PMO Center of Excellence strategy, operating model, and maturity roadmap.

    Establishes enterprise program management standards, lifecycle frameworks, and management disciplines. Serves as a strategic advisor to executive leadership regarding portfolio health, execution readiness, organizational capability, and enterprise risk. Chairs or sponsors enterprise program review forums.

    Escalates systemic execution, compliance, resource, schedule, cost, technical, and organizational risks to executive leadership. Supports executive decision-making through portfolio and program analysis, trend identification, and risk assessment. Provides executive oversight for enterprise Configuration Management, PMO Operations, and delivery enablement functions supporting program execution consistency, lifecycle integrity, and organizational effectiveness.

    Establishes enterprise methodologies, processes, templates, and standards that enable consistent program execution across portfolios. Defines lifecycle checkpoints, review structures, stage-gate requirements, and escalation pathways. Establishes standards for planning, risk management, issue management, action tracking, and program traceability.

    Aligns PMO capabilities and delivery practices with corporate strategy, customer commitments, and business objectives. Promotes consistency, accountability, and transparency across program management organizations. Establishes enterprise expectations for configuration control, lifecycle traceability, management artifact integrity, and program management operating discipline.

    Monitors enterprise program health and identifies systemic execution risks. Conducts program health assessments and executive reviews for at-risk or underperforming programs. Partners with program and functional leadership to develop corrective action plans, recovery strategies, and remediation activities when program performance or business objectives are at risk.

    Validates progress of recovery activities and escalates unresolved concerns. Recommends executive intervention when customer commitments, contractual obligations, or strategic objectives are jeopardized. Defines competency models, career pathways, and capability expectations for program management disciplines.

    Oversees training, certification alignment, onboarding, mentoring, and professional development programs. Participates in selection, development, succession planning, and capability assessment of program management leadership. Provides performance and capability assessment input regarding program management leadership effectiveness and development needs.

    Minimum Education Bachelor's degree in Business, Engineering, Management, Operations, Program Management, or related field required. Master's degree preferred. PMP, PgMP, SAFe, DAWIA, or equivalent program management certifications preferred.

    Minimum Experience 15+ years of progressive leadership experience in program management, portfolio management, PMO leadership, enterprise delivery, or related executive leadership roles. 8-10+ years leading PMO organizations, portfolio management offices, enterprise program management functions, program excellence organizations, program controls organizations, delivery transformation offices, or related enterprise execution functions. Knowledge, Skills, Abilities Expertise in enterprise PMO leadership, program management excellence, governance frameworks, and organizational maturity.

    Strong understanding of one or more aerospace, defense, aviation, simulation and training, engineering, manufacturing, industrial technology, government services, or other complex technology-based program execution environments. Demonstrated success building or transforming PMOs, establishing enterprise governance frameworks, improving organizational maturity, and leading performance improvement, operational excellence, or business transformation initiatives. Deep knowledge of program lifecycle frameworks, portfolio management, risk management, program controls, and program management methodologies.

    Ability to assess program and portfolio health, identify systemic execution risks, and lead recovery, intervention, escalation, and performance improvement initiatives. Experience operating within regulated, compliance-driven, government, commercial, and customer-contract environments. Understanding of U.S

    Government, DoD, international defense, FAA, or other regulated customer environments. Knowledge of enterprise program management systems, reporting platforms, integrated master planning capabilities, Earned Value Management (EVM) subject matter expertise, program controls, and portfolio management tools. Demonstrated ability to influence outcomes, drive accountability, and build alignment across technical, operational, financial, functional, and executive leadership teams.

    Experience partnering with executive leadership teams and participating in enterprise-level performance reviews, governance forums, and strategic decision-making processes. Strong strategic planning, analytical thinking, executive communication, and decision-making skills. Executive presence, sound judgment, and the ability to lead organizational change, capability development, and cross-functional transformation initiatives.
