Position Purpose and Objectives

Under the direction of the Project Systems, Standards and Quality Director, the Project Control Specialist supports project controls for capital, maintenance, and member-driven projects by managing project budgets, tracking costs, coordinating material requirements, and maintaining accurate project control information throughout the project lifecycle. This position helps ensure project financial and material information is complete, current, and aligned with approved scopes, schedules, estimates, work orders, and organizational requirements.

The position works closely with Project Managers, Engineering, Operations, Accounting, Supply Chain, contractors, vendors, and other responsible parties to monitor budgets, review project cost activity, coordinate material needs, identify variances, support timely issue resolution, maintain project control records, and promote consistent project delivery practices across all projects.

Essential Job Functions:

Project Budget Control and Cost Management

• Monitors project budgets, estimated costs, actual costs, commitments, and forecasts for assigned capital, maintenance, and member-driven projects.
• Reviews project cost activity to verify alignment with approved scopes, estimates, work orders, purchase orders, contracts, and budget authorizations.
• Identifies budget variances, cost trends, funding concerns, and potential financial risks that may affect project delivery, reporting, or closeout.
• Coordinates with Project Managers, Accounting, Engineering, Operations, and other responsible parties to validate project costs, resolve discrepancies, and maintain accurate project financial information.
• Supports budget updates, project forecasts, accrual reviews, cost transfers, and financial closeout activities as needed.
• Monitors project schedules, milestones, dependencies, resource allocation and actions required, and provides updated baselines as needed.
• Evaluates the financial and schedule impacts of scope changes and updates budgets and schedules accordingly.
• Performs monthly forecasting, variance analysis, and estimate-to-complete updates.
• Identifies and communicates cost and schedule risks, trends, and opportunities.

Materials Coordination and Tracking

• Coordinates all material requirements for projects by working with Project Managers, Engineering, Operations, Supply Chain, warehouse staff, contractors, vendors, and other responsible parties.
• Tracks material availability, material orders, delivery status, shortages, and long-lead items that may affect project schedules or budgets.
• Review material estimates, bills of material, purchase requisitions, purchase orders, and project material charges for accuracy and completeness.
• Communicate material concerns, schedule impacts, cost impacts, and required follow-up actions to the appropriate responsible parties.

Project Controls Documentation and Reporting

• Prepare, update, and maintain project control records, including budget summaries, cost tracking logs, material tracking reports, variance documentation, and project status information.
• Provide regular updates to project leadership regarding budget status, material status, cost trends, unresolved issues, and risks requiring attention.
• Support development and maintenance of project dashboards, reports, spreadsheets, and summaries used for management review and decision-making.
• Maintain accurate records to support project audits, financial reporting, asset records, contractor performance reviews, lessons learned, and project closeout.
• Help ensure project control information is complete, organized, current, and available to responsible parties when needed.

Variance Management and Issue Resolution

• Identifies and documents budget variances, cost discrepancies, coding issues, and other project control concerns in a clear, accurate, and timely manner.
• Works with Project Managers, Accounting, Supply Chain, contractors, vendors, and other responsible parties to determine appropriate corrective actions and verify completion.
• Tracks open budgets, costs, and material issues through resolution and escalates recurring or significant concerns as needed.
• Identifies recurring trends and recommends process, reporting, documentation, or coordination improvements to reduce delays, rework, and cost impacts.

Collaboration and Stakeholder Support

• Works closely with Project Managers, Engineering, Operations, Accounting, Supply Chain, contractors, vendors, and other responsible parties to support budget control, material coordination, reporting, and project closeout.
• Participates in project status discussions, budget reviews, material coordination meetings, project planning meetings, and closeout discussions as needed.
• Helps coordinate and communicate project schedules, budget status, material status, purchase order status, and unresolved project control issues to support alignment among responsible parties.
• Provides guidance to project teams regarding project control expectations, documentation requirements, budget tracking processes, material tracking procedures, and issue resolution workflows.
• Supports training and process improvement efforts related to budget management, material coordination, reporting consistency, and project closeout.
• Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.

Additional Responsibilities

• Participates in continuous improvement initiatives related to project controls, budget tracking, material coordination, cost reporting, and project delivery.
• Supports implementation and maintenance of systems used for project budgets, material tracking, reporting, project records, and project data collection.
• Performs other duties as assigned in support of organizational objectives, project controls, and sound project management practices.

Required Knowledge, Skills and Abilities:

• Knowledge of project control principles, budget management, cost tracking, material coordination, documentation standards, and project delivery processes.
• Ability to read, understand, and interpret project scopes, estimates, work orders, purchase orders, contracts, material lists, project schedules, and project documentation.
• Knowledge of utility infrastructure, project materials, cost codes, work order structures, procurement processes, and applicable project requirements.
• Ability to monitor budgets, review cost activity, identify variances, document findings, and coordinate corrective actions.
• Strong attention to detail and commitment to accuracy, consistency, complete documentation, and timely reporting.
• Ability to communicate budget status, material concerns, cost variances, and follow-up expectations clearly and professionally.
• Strong analytical, organizational, and problem-solving skills.
• Ability to manage multiple projects, project records, budget updates, material issues, and priorities simultaneously.
• Proficiency with Microsoft Office applications, project management systems, budgeting tools, material tracking systems, reporting tools, and project data platforms.
• Ability to work independently while maintaining effective coordination with project teams, responsible parties, and management.

Required Education, Training and Experience:

• A bachelor's degree (Business or Finance) plus two (2) years of utility experience, or an equivalent of a High School diploma (or GED) with six (6) years of utility experience and experience in project coordination, project controls, financial analysis, or project analyst roles.
• Electric distribution experience is preferred.

Supervision Received and Exercised:

Under general supervision of the Project Systems, Standards and Quality Director. No supervisory duties.

Problem Solving:

Provides solutions to a variety of project budget, cost tracking, material coordination, documentation, and stakeholder coordination problems of minimal to moderate scope and complexity. Solutions are practical, thorough, timely, and consistent with organizational standards, project control requirements, and project objectives.

Discretion/Latitude:

Decisions are made within guidelines provided by management, approved project documentation, company standards, budget requirements, procurement procedures, and established project control processes. The position reviews project cost and material information, documents findings, recommends corrective actions, coordinates project control information, and manages time effectively while supporting project schedules, budgets, and reporting expectations.

Impact:

Contributes to completion of project milestones by helping ensure budgets, costs, material requirements, and project control records are accurate, current, and communicated to responsible parties. Failure to identify or communicate budget variances, material shortages, cost discrepancies, or project control issues may result in rework, schedule delays, increased costs, inaccurate financial reporting, delayed closeout, or the need for additional resources.

Liaison:

• Frequently interacts with Project Managers, Engineering, Operations, Accounting, Supply Chain, Standards, contractors, vendors, and other employees in person, by phone, and through email to discuss project budgets, cost activity, material requirements, purchase orders, project control records, procedures, status updates, and issue resolution.
• May interact with members, vendors, consultants, agencies, or other external stakeholders regarding project costs, material status, schedule impacts, documentation needs, or project coordination requirements.

Essential Physical & Mental Requirements:

• Ability to alternate between sitting, standing, and walking throughout the workday.
• Ability to occasionally lift and carry up to twenty-five (25) pounds and push or pull up to fifty (50) pounds.
• Ability to climb stairs and enter and exit vehicles; occasionally bend, stoop, kneel, reach, and traverse uneven terrain.
• Ability to use hands and fingers to operate computers, office equipment, mobile devices, and vehicle controls.

Working Conditions

• Work is performed primarily in an office environment with regular use of computers, software applications, and standard office equipment.
• Requires occasional travel to Cooperative facilities, project sites, and other field locations to support business objectives.
• Occasional work outside normal business hours may be required to meet operational, project, or organizational needs

Typical hiring range:

Pay Grade18: $91,300 - $101,830 annually. Position is within a grade with a maximum of $112,360.
