SUMMARY:

The Supervisor, Contracts and Procurement oversees The Carter Center's procurement and contract management activities for Atlanta and overseas offices. This position ensures compliance with procurement standards and internal policies, manages procurement and inventory systems, and leads efforts or initiatives to make procurement and supply chain operations more sustainable. This position reports to the Senior Associate Director, Overseas Operations on procurement, contract and supply chain management and supervises the Procurement Coordinator and Logistician.  Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required. 

FORMAL JOB DESCRIPTION:

  • The Supervisor, Contracts and Procurement oversees The Carter Center's procurement and contract responsibilities.
  • This position reports to the Senior Associate Director, Overseas Operations on procurement, contract and supply chain management and supervises one employee, the Procurement Coordinator.
  • Maintains all documentation including hazmat documents, waivers, and other documents on the Overseas Operations SharePoint and Teams site.
  • Develops and executes the annual procurement plan for both Health and Peace programs overseas offices.
  • Reviews procurement/contracts, shipping, and customs related documents, such as donation letters, commercial invoice, packing list, Shipper's Letter of Instructions (SLIs), bid analysis, and other related documents.
  • Assists Health/Peace Programs clients in ensuring all procurement requests/actions have the necessary supporting documentation.
  • Develops, implements, and facilitates learning through in-person and virtual means focused on policies and procedures, best practices, systems/technologies in procurement, import/export regulations, shipping and documentation topics to headquarters and overseas offices.
  • Serves as the project lead for the implementation of the Center-wide Unit 4 Procurement module at Atlanta and overseas offices.
  • Leads the developing of SOPs, step-by-step guides, and training videos for the procurement and other systems that Overseas Operations implements.
  • Serves as main administrator for the procurement and inventory management systems and troubleshoots with the vendor to address any system issues.
  • Compiles and presents the annual vehicle and motorcycle inventory reports to Health and Peace Directors at the beginning of each fiscal period.
  • Ensures the data (Assets, Fleet, Employee, Program, and Sub Office) on the Inventory Management System are updated regularly by field offices.
  • Collaborates with Accounts Payable to resolve issues related to any outstanding vendor invoices.
  • Prepares regular and ad-hoc Procurement related reports to Senior Associate Directors and Vice President for Overseas Operations.
  • Assigns contract requests submitted through the ticketing system to the contracts review team and ensures they are reviewed and submitted to Contracts (Finance) in a timely manner.
  • Serves as a subject matter expert in contracting for Health and Peace programs at Atlanta and overseas offices.
  • Reviews contracts such as professional contracts, rental lease agreements, sub-awards and other contract related documents.
  • Assists Health/Peace Programs clients in ensuring all contracts requests/actions have the necessary supporting documentation.
  • Reviews and approves contractors onboarding requests.
  • Ensures contractors have passed through a thorough due diligence process as well as appropriate documentation such as Descartes or OFAC and SAM are obtained.
  • Prepares regular and ad-hoc Contract related reports to Senior Associate Directors and Vice President for Overseas Operations.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS:

  • A bachelor's degree in Business Administration, Supply Chain Management, or related field, and four years of advanced knowledge and experience in procurement/contract, experience including, but not limited to, import/export regulations, sourcing, contract negotiation and project management, OR an equivalent combination of education, training, and experience.
  • Professional certifications are preferred.
  • International NGO experience and working knowledge of French preferred.
  • Demonstrated experience in eProcurement, Contract and Inventory Management systems is a plus.

PREFERRED QUALIFICATIONS:

  • This position may require periodic international travel and re-entry into the United States.
  • Working knowledge of French.
  • Demonstrated experience in e-procurement, contract management, and inventory management systems.
  • Professional certifications including sustainable purchasing or proven track record in sustainable purchasing practices are preferred.
  • Prior experience working with International NGO.

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines. All non-exempt employees must reside within the state of Georgia.
