Position Summary

The Recruiting Manager, United States leads the development and execution of a standardized recruiting strategy for Bilfinger North America across all U.S. entities. This role supports Bilfinger's vision to be the partner of choice for customers by enhancing efficiency and sustainability in the process industry, ensuring the business has the talent needed to deliver safe, high-quality, reliable performance for customers.

Reporting to the Vice President, Human Resources - United States on an interim basis, and ultimately aligning with the Segment Recruitment organization, the Recruiting Manager will provide leadership for U.S. recruiting operations, including white-collar, blue-collar, skilled craft, technical, professional, project, and leadership roles. The position is responsible for building consistent recruiting practices, improving systems and processes, establishing meaningful handoffs to onboarding, and developing proactive talent pipelines that support Bilfinger's current and future workforce needs.

Key Responsibilities
  • Develop and execute a U.S. recruiting strategy for Bilfinger North America that supports business priorities, workforce planning, project schedules, growth objectives, and operational staffing needs across all entities.
  • Lead or support cross Segment projects and work groups as and when required to enhance talent attraction processes, materials and systems.
  • Lead, coach, and develop U.S. recruiting team members to deliver consistent, timely, compliant, and business-focused recruiting support.
  • Standardize recruiting systems, tools, workflows, requisition intake, candidate communications, interview practices, selection documentation, and handoff points to onboarding.
  • Partner with executive leadership, operations leaders, project teams, HR Business Partners, HSE, Compliance, Legal, and Finance to align recruiting priorities with business requirements and risk considerations.
  • Oversee full-cycle recruiting activities for white-collar and blue-collar roles, including corporate, professional, operations, field, craft, skilled trades, technical, project, and leadership positions.
  • Build proactive talent pipelines for high-demand roles in construction, maintenance, project management, safety, quality, project controls, engineering, operations leadership, skilled craft, and corporate support functions.
  • Support early-career, internship, university, trade school, veteran, community workforce, and employee referral strategies that strengthen Bilfinger's long-term talent pipeline.
  • Establish recruiting metrics and reporting to track time-to-fill, requisition aging, source effectiveness, candidate flow, offer acceptance, quality indicators, recruiter workload, and hiring manager satisfaction.
  • Strengthen Bilfinger's employer brand by clearly articulating who Bilfinger is globally, who Bilfinger is in the U.S., and the long-term career value proposition for candidates.
  • Ensure recruiting processes comply with applicable federal, state, and local employment laws, company policies, EEO requirements, I-9 and E-Verify processes, applicant tracking standards, and any federal contractor or OFCCP-related obligations that may apply.
  • Manage relationships with external search firms, staffing agencies, recruitment marketing vendors, background screening partners, and other recruiting service providers to ensure quality, value, compliance, and performance.
  • Partner with HR leadership on workforce planning, compensation alignment, succession planning, onboarding effectiveness, retention trends, labor market insights, and hard-to-fill role strategies.
  • Represent Bilfinger at recruiting events, career fairs, campus visits, trade association meetings, customer-adjacent workforce events, and community development programs as needed.
  • Support Segment/Group Recruiting subject matter experts when required in projects, tasks and work teams.
Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Industrial/Organizational Psychology, or a related field; equivalent directly related experience may be considered.
  • Minimum of 10 years of progressive recruiting or talent acquisition experience, including experience supporting multi-site or geographically dispersed operations.
  • Experience recruiting for industrial services, construction, maintenance, manufacturing, engineering, energy, chemicals, petrochemicals, utilities, infrastructure, government services, or other field-based operating environments strongly preferred.
  • Demonstrated experience managing full-cycle recruiting for high-volume, skilled trades, technical, professional, and leadership positions.
  • Strong knowledge of U.S. employment laws and recruiting compliance requirements, including EEO, applicant tracking, interview documentation, I-9, E-Verify, background screening, and offer practices.
  • Proficiency with applicant tracking systems, HRIS platforms, recruiting analytics, sourcing tools, and Microsoft Office applications.
  • Ability to travel within the United States as needed to support business locations, recruiting events, project sites, and stakeholder meetings.
Preferred Qualifications
  • Professional certification such as SHRM-CP, SHRM-SCP, PHR, SPHR, AIRS, or similar recruiting credentials.
  • Experience building recruiting processes for project-based, union, non-union, craft, field, or turnaround workforces.
  • Experience managing OFCCP-related recruiting documentation, affirmative action support, state job bank postings, veteran outreach, or disability outreach requirements where applicable.
  • Experience implementing or optimizing applicant tracking systems, recruitment marketing tools, talent communities, or recruiting dashboards.
  • Knowledge of industrial labor markets across major U.S. regions, including Gulf Coast, Southeast, Midwest, and project-driven markets.

Work Environment

This role is based at Bilfinger North America's U.S. headquarters in The Woodlands, Texas, with responsibility for recruiting support across the United States. The position operates in a professional office environment and will require periodic travel to branch offices, project sites, customer locations, recruiting events, campus events, and workforce development meetings. The role may interact with field and site-based environments where safety requirements, customer protocols, and site access requirements apply.
