    Job Summary

    This position can be located in either Philadelphia PA, Washington DC, New York NY, Baltimore MD, or Wilmington DE. 

    The Director Quality Management and Training (QM&T Director) leads the Quality, Management, and Training team (QM&T Team) to drive standardization, integration, quality management, training, and continuous improvement of CAPD procedures and processes. The QM&T team is part of a centralized project services department providing subject matter expertise and project support to the Amtrak Capital Delivery organization (CAPD). The QM&T Director and staff work with subject matter experts across Amtrak, including project delivery, engineering, operations, and procurement to develop and document work processes in policies and procedures and deploy to the project teams. They will integrate processes across functional areas and the different project delivery arms, ensuring that primary Capital Delivery work processes are controlled. Primary work processes are categorized as project management, project controls, construction management, quality management, document management, and engineering services. The QM&T Director manages multiple subject matter expert teams with several primary responsibilities:  

    • Procedure and Training Management: Develop procedures and training for CAPD project team members. Document work processes (project management, construction management, quality management, document management, and engineering) into controlled policies and procedures. Conduct Project Assessments across the CAPD portfolio to review project team compliance with the published CAPD procedures and further training needs.
    • Project Quality Management: Assist CAPD project teams to implement construction project quality management practices and industry standards. Develop quality management procedures, guidelines and templates. Assess quality management performance of the project teams and construction management firms on the project. 
    • Document Management: Assist CAPD project teams to implement document management practices and assess compliance with published procedures and guidelines. Develop document management procedures, guidelines, and templates.

    Quality Management & Training personnel perform assessments to determine whether project teams have adopted CAPD procedures, processes are improved, and teams are trained. QM&T assures that CAPD project teams, professional services providers, general contractors, and material suppliers follow Amtrak procedures and guidelines when delivering capital projects to Amtrak.

    Essential Functions
    • Manage the subject matter expert teams and lead in the areas of procedure development, project quality management, and document management
    • Engaging executive leadership in quality processes
    • Management and development of professional staff
    • Integration of procedures into an efficient system
    • Creating and maintaining the quality policy and quality manual including changes for continuous improvement
    • Ensuring compliance with the quality policies and procedures
    • Training, delivery, and qualification tracking
    • Supplier quality system assessments
    • Organizing and processing large amounts of data to support decision making
       
    Minimum Qualifications
    • Bachelor's Degree project management, engineering, quality management, construction, or related field required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

         11 years of relevant experience required
         13+ years of relevant experience preferred
    Preferred Qualifications
    • Master's degree in engineering, construction, quality management, project management or related field
    • Combined 15 years of experience in engineering, construction, quality management, and/or project management for capital projects
    • Experience in systems engineering
    • Current Project Management Professional (PMP) certification
    • Qualifications to take the Project Management Professional exam. Must pass within one year from hire date
    • Led and completed organization certification in ISO 9001 or Capability Maturity Model
    Knowledge, Skills, and Abilities
    • Excellent listening, interpersonal, written, and oral communication skills including experience making presentations to senior management
    • Experience collaborating with diverse, and geographically dispersed groups of individuals
    • Experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions effectively with cross-departmental stakeholders.
    • Experience working with industry standards and regulations
    • Experience with procurement, project execution, and vendor quality systems, and quality assessments
    • Training and experience with certifications such as ISO 9001 or Capability Maturity Model
    • Solid knowledge of competitive procurement processes and regulations, including alternate delivery (DB, CMAR, Progressive DB) methods in capital projects
    • Ability to manage multiple tasks and/or projects, exercise independent judgment and make solid business decisions within scope of the portfolio based on capital project delivery background and experience
    • Highly motivated and self-directed and able to deliver departmental objectives with limited management oversight
    • Excellent analytical, mathematical, and creative problem-solving skills
    • Logical and efficient, with keen attention to detail
    • Ability to effectively prioritize and execute tasks while under pressure
    •  Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
    • Ability to and the confidence to make decisions 
    Environmental Conditions/Physical Demands
    • Onsite 4/5 Days
    • Travel required to other Amtrak offices, facilities, project and construction sites 25%
    • Must be able to walk the railroad and construction sites when necessary
    • Must have excellent written and oral communication skills

    The salary/hourly range is $163,000.00 - $211,140.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
