Position Description:

Teya Support Services LLC is seeking a part-time Site Supervisor / Lead Groundskeeper to support the Defense Threat Reduction Agency (DTRA) Groundskeeping Services contract at DTRA Building 20336, Kirtland Air Force Base, Albuquerque, NM. This is a hands-on working supervisor role. The selected candidate will perform grounds maintenance, landscaping, snow/ice removal, and irrigation upkeep directly, while also serving as the on-site lead responsible for subcontractor coordination and direct communication with Government representatives. Hours are variable, estimated at a few days per week; schedule will be established after hire based on operational needs.

Duties and Responsibilities:

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Serve as the primary on-site point of contact for the Contracting Officer's Representative (COR) and Government personnel
  • Oversee and direct subcontractor crews performing grounds maintenance, landscaping, snow/ice removal, and related services; perform hands-on grounds work as operationally required
  • Perform routine grass maintenance including cutting, edging, fertilizing (seasonal), seeding/sodding as required, and hand-removal of weeds and self-seeding trees by the roots
  • Trim and prune trees, shrubs, hedges, evergreens, and perennials on a bi-monthly basis to maintain a professional, tidy appearance year-round; ensure tree limbs do not impede foot traffic, fencing, or vehicles
  • Apply herbicides and pesticides seasonally and as required per KAFB-approved chemical lists; perform monthly pest/rodent trap maintenance and conduct walk-throughs to identify areas of activity
  • Conduct monthly inspections of grass areas, plant beds, trees, hardscape, and turf field; document and report findings to the Project Manager
  • Perform monthly hardscape maintenance including gravel raking and repositioning, weed removal, debris cleanup, and astroturf field maintenance (debris removal, grooming, infill redistribution); perform annual infill de-compaction and drainage system flush
  • Perform general cleanup of all site areas (pathways, sidewalks, gravel, patios, fence lines, plant beds, mechanical yard) on a bi-weekly basis during high-wind season and monthly otherwise; remove all debris offsite (Government dumpsters are not available for this purpose)
  • Maintain, service, and repair all aspects of the irrigation system including backflow preventers, control panels, valves, sprinkler heads, timers, and piping; perform seasonal startup at the beginning of spring and winterization at the end of fall
  • Lead relandscaping of the south (450 sq. ft.) and north (325 sq. ft.) plant beds within the base year of the contract; consult with Government representatives, submit design proposals for approval, and coordinate irrigation modifications as needed
  • Coordinate and manage worker access, badging, and Visitor Access Listing (VAL) submissions to DTRA Security on an annual basis
  • Ensure all work is performed in accordance with the Performance Work Statement (PWS) and applicable performance thresholds
  • Conduct monthly inspections to identify unhealthy, dying, or dead plant/tree material; submit replacement proposals to the Government for approval (proposals shall not exceed $2,000 cumulatively per contract year)
  • Respond to emergency and special event requests within 24 hours of Government notification
  • Monitor local weather and coordinate snow/ice removal response; ensure response by 06:00 following overnight events and within two hours if snow begins to fall or accumulates 1/2 inch or more during duty hours
  • Develop and submit a Site-Specific Accident Prevention Plan (APP) within 30 days of award; update and resubmit within 10 days of any significant changes
  • Develop and submit a Quality Control Plan (QCP) within 30 days of award and annually thereafter; update and resubmit within 10 days of any significant changes to quality systems
  • Ensure all crew members comply with KAFB and DTRA safety, security, and PPE requirements at all times
  • Maintain accurate records of work performed and communicate regularly with the Project Manager

Required Qualifications and Experience:

To perform this job successfully, an individual must be able to satisfactorily perform each essential duty.   • 2+ years of experience in grounds maintenance, landscaping, or a related field
  • Prior supervisory or lead experience preferred
  • Ability to pass a National Agency Check (NAC) and maintain a favorable background determination for access to Kirtland AFB and DTRA areas
  • Valid driver's license and ability to operate and maintain grounds equipment
  • Hands-on experience with irrigation system maintenance and repair, pest/herbicide applications, and seasonal grounds maintenance practices
  • Strong communication skills; ability to interface professionally with Government customers
  • Available to work Monday through Friday between 06:00 and 16:30; schedule is variable (estimated a few days per week) and will be established after hire; flexibility required for snow/ice removal events which may require response outside of normal scheduled days

Knowledge, Skills, Abilities, and Other Characteristics

  • All applicants must be able to obtain and maintain a favorable National Agency Check (NAC) for access to Kirtland Air Force Base and DTRA areas. Selected candidate will be required to submit required documentation through DTRA Security prior to start of work. Access badges are issued as visitor badges and must be returned daily upon departure from the DTRA compound.

Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about.

This is a physically demanding outdoor position. The selected candidate must be able to:

  • Stand, walk, bend, stoop, and kneel for extended periods while performing grounds maintenance activities
  • Lift and carry up to 50 lbs. unassisted
  • Operate and maintain powered grounds equipment including mowers, trimmers, blowers, and other tools
  • Work outdoors in all weather conditions including extreme heat, cold, wind, and precipitation
  • Perform manual labor for sustained periods, including hand-digging, raking, and hauling debris
  • Respond to snow/ice events outside of normal scheduled hours, including early morning callouts starting at 06:00
