The Compliance Manager is responsible for leading regulatory compliance oversight and operational execution across multiple critical banking functions, including FDIC Part 330 and Part 370 compliance, Know Your Customer (KYC) Operations, Auto Finance Servicing, Regulatory Statement Distribution, and Credit Reporting Compliance. This role serves as a key partner to business leaders, operations teams, and legal to ensure adherence to regulatory requirements, effective control execution, and sustainable compliance practices.

The successful candidate will possess deep regulatory knowledge, strong leadership capabilities, and a proven ability to build high-performing teams while driving practical, risk-based solutions in a complex financial services environment.

Key Responsibilities:

  • Regulatory Compliance Oversight
    • Lead and oversee compliance programs related to:
      • FDIC Deposit Insurance Coverage requirements (Part 330)
      • FDIC Recordkeeping and Deposit Insurance Determination requirements (Part 370)
      • Credit Reporting and Furnishing requirements, including FCRA and Regulation V
      • Customer communications and regulatory statement distribution requirements
      • Auto Finance servicing regulatory obligations
      • KYC and Customer Due Diligence programs
    • Monitor regulatory developments, assess business impacts, and drive implementation of required changes.
    • Ensure policies, procedures, controls, and governance frameworks remain compliant and effective.
    • Provide subject matter expertise and credible challenge to business partners on regulatory compliance matters.

    Risk Management & Controls

    • Identify, assess, and mitigate compliance risks associated with operational processes and customer-facing activities.
    • Oversee control design, testing, issue management, and remediation activities.
    • Review responses to regulatory examinations, compliance reviews, audit engagements, and internal assessments.
    • Monitor risk indicators, compliance metrics, and emerging risks; escalate concerns appropriately.

    Operational Leadership

    • Provide oversight of KYC Operations and compliance-related operational processes.
    • Partner with Auto Finance Servicing leaders to ensure regulatory requirements are effectively incorporated into servicing activities.
    • Ensure timely and accurate execution of regulatory statement distribution and customer notification obligations.
    • Drive process improvement initiatives that enhance efficiency while maintaining strong regulatory compliance.

    Team Leadership & Development

    • Coach and develop a team of compliance professionals.
    • Foster a collaborative, accountable, and high-performing culture.
    • Build strong partnerships across Compliance, Operations, and Business Line leadership.
    • Promote a solution-oriented approach that balances regulatory expectations with business objectives.

    Stakeholder Engagement

    • Present compliance issues, emerging risks, and program performance to senior management.
    • Influence decision-making through clear communication and practical recommendations.
    • Act as a trusted advisor to business leaders regarding regulatory requirements and compliance risk management.

    Job Summary:

    The Senior Manager, Compliance Business Oversight manages and leads a team of Compliance professionals and is responsible to develop and maintain all aspects of Compliance programs for TD businesses/functions and legal entities as assigned.

    Depth & Scope:

    • Provides people management leadership by hiring the appropriate and qualified talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
    • Oversees and leads a highly complex and diverse Compliance function for an area of significant risk, complexity or scope while growing talent, developing skills and capabilities to achieve career goals, support project/initiative success and achieve business results
    • Maintains highly specialized expertise and in depth knowledge to manage Compliance programs for multiple, significant complex businesses, functional areas and/or global business lines
    • Provides coaching, mentorship and guidance to practitioners, business, executives within area of expertise
    • Manages and oversees the overall discipline and strategy for the Compliance area while aligning to the enterprise best practices
    • Position typically deals with senior/executive management
    • Key contact for business management, regulators and external/internal auditors, dealing with a broad range of issues including non-routine information
    • Focuses on longer-range planning for functional area (e.g. 12 months or greater)
    • May manage and prioritize multiple projects at a given time
    • Acts as highest point of team escalation for resolution and provides direction to resolve issues or escalate

    Education & Experience:

    • Undergraduate degree or equivalent work experience
    • 10+ years of experience

    Preferred Skills:

    • Bachelor's degree in Business, Finance, Risk Management, Law, or a related field.
    • 7+ years of progressive compliance, operational risk, regulatory, or banking experience.
    • Strong knowledge of:
      • FDIC Part 330
      • FDIC Part 370
      • Fair Credit Reporting Act (FCRA) and Regulation V
      • KYC/Customer Due Diligence requirements
      • Banking operations and regulatory compliance frameworks
    • Experience leading complex compliance programs and regulatory initiatives.
    • Experience managing teams and developing employees.
    • Strong analytical, problem-solving, and issue management skills.
    • Excellent written and verbal communication skills, including executive-level presentations.
    • Experience within a large, complex financial institution (a plus).
    • Certified Regulatory Compliance Manager (CRCM) designation (a plus).
    • Knowledge of Auto Finance servicing regulations and operational processes (a plus).
    • Experience working with regulatory examinations, audits, and remediation programs (a plus).
    • Familiarity with enterprise risk management and compliance governance frameworks (a plus).

    Customer Accountabilities:

    • Leads, coaches and manages a high performing team on delivery of Compliance programs
    • Determines and decides policy and/or action based on internal and external industry developments for Compliance Programs
    • Proactively reviews and advises the business of new and changed Compliance regulatory and/or policy changes
