Statement of Work (SOW) for Microsoft Licensing Analyst

  1. Introduction
    1. This Statement of Work (SOW) outlines the services to be provided by a contractor for the management of Microsoft software across all state agencies. The contractor will be responsible for ensuring compliance, optimizing costs, and providing support to stakeholders on all Microsoft software matters.
  1. Objectives
    1. Maintain accurate and up-to-date records of all Microsoft software licenses across all state agencies.
    2. Ensure compliance with Microsoft licensing agreements and agency-specific licensing metrics.
    3. Optimize license utilization to minimize costs for all state agencies.
    4. Provide expert guidance and support to stakeholders on Microsoft licensing matters.
    5. Streamline procurement processes and negotiate favorable licensing terms.
    6. Develop and implement effective Software Asset Management (SAM) policies and procedures.
  1. Scope of Work
    1. Licensing Management
      1. Utilize ServiceNow to track and manage Microsoft licenses for all state agencies.
      2. Maintain in-depth knowledge of Microsoft licensing models, including Enterprise Agreements, Cloud Solution Provider (CSP) programs, and other relevant licensing options.
      3. Administer and manage Microsoft software licenses across all agencies, ensuring compliance with licensing agreements.
      4. Track license usage, renewals, and true-ups to maintain accurate records and optimize costs.
      5. Collaborate with agency stakeholders to understand their software needs and ensure appropriate licensing.
    1. Procurement
      1. Collaborate with all agency procurement teams to negotiate and procure Microsoft licenses cost-effectively.
      2. Stay informed of changes and updates to Microsoft licensing policies and programs to ensure optimal procurement strategies.
      3. Maintain strong relationships with Microsoft and Insight (reseller) representatives to facilitate efficient procurement processes.
    1. Compliance
      1. Contribute to the development and implementation of SAM policies and procedures, including workflows within ServiceNow, to ensure compliance across all agencies.
      2. Conduct regular audits of Microsoft software licenses across all agencies to identify and address any compliance issues.
      3. Maintain accurate records of license usage and compliance activities for audit purposes.
      4. Collaborate with internal and external auditors on compliance audits to demonstrate adherence to licensing agreements.
    1. Support
      1. Provide guidance and support to stakeholders on Microsoft licensing matters, including licensing models, compliance requirements, and cost optimization strategies.
      2. Develop and deliver training and education materials on licensing policies and procedures to enhance stakeholder knowledge and awareness.
    1. Reporting
      1. Maintain accurate records of all licensing agreements, purchases, and usage to support reporting and analysis.
      2. Generate regular reports on licensing compliance, costs, and usage trends to inform stakeholders and facilitate decision-making.
    1. Collaboration
      1. Work closely with IT, procurement, finance, and other agency stakeholders to ensure effective licensing management and collaboration.
      2. Build and maintain strong relationships with Microsoft and Insight (reseller) representatives to leverage their expertise and support.

    1. Monthly reports on license usage, compliance, and cost optimization efforts.
    2. Quarterly reports on SAM policy updates and implementation progress.
    3. Annual audit reports summarizing compliance activities and findings.
    4. Training and education materials on Microsoft licensing policies and procedures.
    5. Updated records of all licensing agreements, purchases, and usage in ServiceNow.

    1. Accurate and up-to-date records of all Microsoft software licenses in ServiceNow.
    2. Demonstrated compliance with Microsoft licensing agreements and agency-specific metrics.
    3. Documented cost optimization efforts and achieved savings.
    4. Positive feedback from stakeholders on the quality of support and training provided.
    5. Successful completion of all deliverables as outlined in this SOW
