Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a AIRCRAFT LOADMASTER (TITLE 32), Position Description Number NGD1632000 and is part of the TN 164th AW Air National Guard.
This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 115 (Pyramid on the River Chapter).
This announcement is a dual bid with Title 32 Job Announcement TN-12873527-AF-26-091, only one selection will be made.

Duties
Help
As an AIRCRAFT LOADMASTER, GS-2185-10, you will conduct loadmaster training to ensure worldwide capability. Training includes initial and mission qualification as well as continuation, upgrade and specialized training.
Provide direct assistance to the aircraft Pilot:
(a) Perform preflight inspection of the interior and exterior of the aircraft, to include engines, fuselage, and control surfaces for mechanical and structural soundness.
(b) Review aircraft maintenance documentation and ensure aircraft maintenance status complies with the command operating restrictions and the applicable flight manual.
(c) During all aircraft operations, monitor engine and aircraft system performance, analyze instrument readings, and identify abnormal indications or system malfunctions.
Accomplish loadmaster functions:
(a) Prior to flight, accomplish preflight checks, inspection, acceptance, and operation of all aircraft loading equipment and systems.
(b) Develop and certify cargo load plans considering quantity, weight, configuration, floor capacity, compartment restrictions and proper location within the aircraft to achieve the optimum center of gravity.
(c) Ascertain fuel, passenger and cargo weights.
(d) Brief passengers on flight itinerary, use of emergency equipment, emergency exits, and procedures for egress, oxygen use, life preservers, electronic devices and movement about the aircraft before, during and after flight.
Perform staff work based on specialized knowledge of the unit's mission, assigned aircraft and the related programs to ensure safe and successful accomplishment of required training, assigned mission support and airlift support requirements. Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Must attain and maintain mission-ready status at the appropriate crew qualification level in the unit's assigned aircraft. Periodically, must take and pass written and in-flight standardization evaluation exams to include random no notice exams.
  • May be exposed to physiological hazards of flight plus physical/psychological demands of lengthy missions, must work in confined, hazardous noise areas, subject to inclement weather during ground operations and dangerous conditions during flight.
  • May be required to travel in military and commercial aircraft to perform temporary duty assignments.
  • Required to maintain proficiency in the use of firearms. As prescribed by regulation, may be required to carry and use a concealed weapon while performing aircrew related duties.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. (FOR T32 ONLY)
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Military Grades: E-3 through E-9
Compatible Military Assignments: 1A132, 1A152, 1A172
GENERAL EXPERIENCE:Must have experience in functions such as preparing aircraft loading plans, loading and offloading aircraft, operating loading equipment, and ensuring security of cargo in flight.
SPECIALIZED EXPERIENCE: Must hav
e 24 months specialized experience, education or training equivalent to at least the next lower grade level; experience, education or training analyzing and evaluating training accomplishments to determine the effectiveness of the loadmaster training program. Experience in providing ground and flight training instruction for developing, upgrading and evaluating the skills of loadmaster aircrew members. Experience completing records of fuel consumptions, range and in-flight performance data. Experience performing post flight checks of the aircraft and coordinating with maintenance all discrepancies requiring corrective action.
