Position Information New Hanover County is looking for a full-time Residential Real Property Appraiser to join the Tax Department to maintain, list, and appraise property accurately and impartially in accordance with applicable state laws for tax assessment purposes. An employee in this class performs appraisal work in determining the value of primarily residential properties for tax purposes in the county. Essential duties include: Under general supervision, employees update & maintain property data records of residential & less complicated commercial properties for tax assessment purposes.

Work involves but is not limited to: Determines value on real property using approved schedules, standards, and rules which apply to mass appraisal for property-tax purposes. Analyzes data and statistics to determine consistent and credible values to be used in county revaluation. Responds to inquiries from the public and explains policies, procedures, appraisal standards and the ad valorem process.

Discovers, lists, and maintains property records, recorded property plats, and legal documents. Reviews and verifies recorded property transfers. Responds, analyzes, and processes property owner requests for informal appeals; responds to formal appeals and presents information to the New Hanover County Board of Equalization and Review; responds to state appeals and presents evidence to North Carolina Property Tax Commission.

Performs work with regular and predictable attendance consistently meeting the scheduling needs as required by the county. Performs work during emergency/disaster situations. Performs other duties of a similar nature or level.

Knowledge, Skills, and Abilities Knowledge of Standards of Appraisal and Assessment under NC Machinery Act; geographic and socio-economic layout of the county; current construction costs including building materials and supplies; principles, practices and techniques used in real property appraisal; County policies and procedures. Skilled in reading maps; estimating property and construction values using established guidelines; using a computer and related software applications; preparing and making presentations; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

* * * * Hours: 8:00 AM - 5:00 PM, Monday - Friday. Must be available to report for emergency work assignment during emergency situations. Employment Type: Full-time, non-exempt Salary Information: The target hiring range for this position is $48,678 to $65,625.

The full salary range for an incumbent hired into this position is $48,678 to $87,572. Starting salary will be based on qualifications, relevant experience, internal equity, and budget. Candidates with exceptional qualifications and experience may be considered for a starting salary above the target hiring range, but not to exceed the maximum of the salary range.

Qualifications Minimum Qualifications: High School diploma or equivalent and one (1) year of real property appraiser experience; or certification from the North Carolina Department of Revenue Level I Real Property Appraiser or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the classification such as those listed above. Applicants who do not meet the minimum may be considered at a trainee rate until they have completed the requirements for North Carolina Department of Revenue Appraiser Level I. Preferred Qualifications: Licensed or Certified Real Property Appraiser from NCDOR, NC Appraisal Board, or equivalent credentials from another state appraisal board or Department of Revenue.

One (1) or more years of experience as a county tax appraiser or One (1) or more years of experience in a revaluation firm coordinating projects or assigning grades, condition, and effective ages or One (1) or more years of experience in a related real estate field, i.e.; appraisal, sales, construction, mortgage, or insurance or IAAO Designation (AAS, RES, CAE) Physical Requirements / Working Conditions: The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: balancing, climbing, feeling, grasping, manual dexterity, mental acuity, reaching, speaking, standing, stooping, talking, visual acuity, and walking. The work is performed in an office setting or meeting area with typical levels of noise and disruptions

The work is also performed outside where the employee may be exposed to varying temperature and/or weather conditions. Work Environment: 80% of workdays are outside working in various weather-related elements. 20% of workdays are inside working in an office cubicle setting.

Use of county vehicle to perform daily job duties. Licenses/Certifications Valid Driver's License (from any state) and good driving record at time of application. Valid North Carolina Driver's License required by first date of employment with good driving record Certification as a Real Property Appraiser through the North Carolina Department of Revenue.
