JOB DESCRIPTION AND WORKER CHARACTERISTICS:
JOB DUTIES in order of importance
ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of42 USC 12101:
(1) Researches, recommends, develops, and/or modifies HR systems, policies and procedures, ensuring compliance with applicable regulations and enhancement of organizational operations.
a. Reviews and recommends revisions to HR policies and compensation guidelines, presents recommended revisions to Administration.
b. Provides training and support to department heads and/or supervisors to ensure compliance with HR policies and procedures.
(2) Provides advice, consultation, and coaching to City leadership and supervisors; effectively resolves employee relations, performance, promotional, and/or disciplinary issues; receives and resolves employee complaints and conducts investigations as needed; conducts workforce planning and development.
a. Performs position analysis, develops and maintains position descriptions.
(3) Plans and manages employee recruitment and selection, presents job offers, designs and administers employee orientation process, maintains and recommends revisions to Personnel Policy and Procedure Manual.
(4) Provides advice and recommendations to Safety Service Director and Mayor for employment terminations, including but not limited to, voluntary and involuntary terminations and layoffs; completes unemployment paperwork, documentation, and appeals; plans and administers employee health, wellness, and benefits programs.
( 5) Plans and administers organizational risk management insurance programs, include Workers Compensation, general liability, and FMLA.
( 6) Plans and coordinates citywide staff development and training including leading/planning staff meetings and ensures compliance with all legal requirements for training.
(7) Reviews union grievances with department heads prior to providing advice to Safety Service Director and/or Mayor.
(8) Works directly with Payroll Administrator as needed.
(9) Serves on the Safety Committee, the City's union negotiation team, and other committees as directed or necessary.
(10) Attends meetings and serves on committees, as directed; attends training, workshops, and seminars, as directed; maintains required licensure or certification, if any.
(11) Meets all job safety requirements and all applicable safety standards that pertain to essential functions.
(12) Demonstrates regular and predictable attendance.
Requirements
QUALIFICATIONS: An example of acceptable qualifications:
Possession of a Bachelor's degree from an accredited college or university in Human Resources, Business, Public Administrations, or related field; Master's degree preferred and may be substituted for one (1) year of experience; relevant experience in similar role to Director of Human Resources may be considered in lieu of Master's degree; minimum five (5) years fulltime progressively responsible human resources experience, experience with government, nonprofit agencies, or management of a Human Resources department preferred; two (2) of the five (5) years of experience must have been at the supervisory level; experience supervising managerial/professional level staff preferred.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess and maintain a valid State of Ohio driver's license and must remain insurable under the City's vehicle insurance policy.
