Summary The Stormwater Permit Manager provides planning and program implementation for stormwater activities. Serves as technical expert with unique skills in the areas of research, planning, and program implementation. This full-time position works in the Public Works Natural Resource Division's Stormwater Program and assists in the implementation of the County's National Pollutant Discharge Elimination System (NPDES) Municipal Stormwater Permit.

Work includes short-term and long-term stormwater planning, project management for stormwater retrofit projects, grant writing support, asset mapping and monitoring, coordinating with Ecology around permit compliance, advising on direction of stormwater strategic planning, and serving on interdisciplinary teams. This position may also assist in reviewing and updating stormwater management reports, staff training, and drafting county code. Work is performed using independent judgement under the direction of the County's Natural Resource Division Manager and Public Works Director.

This position will serve as lead, overseeing work of assigned staff to accomplish the goals and objectives of the county's stormwater program. Salary upon hire is step 1 through 3, ($7,456.17/mo. - $7,987.05/mo.), dependent on qualifications

Progressive increases are based on years of service with Skagit County, up to 10 total steps (top step $/mo.). The Stormwater Permit Manager is range 29 of the General (Non-Union) salary schedule. Essential Functions Implements specific stormwater permit requirements, projects and tasks within the county to meet compliance with the NPDES Phase II Municipal Stormwater Permit

Develops, implements, and leads stormwater programs and long-term work plans, such as the Stormwater Management Program plan. Assist in writing, updating, and implementing Stormwater Management Action Plans (SMAPs) Identify and implementing stormwater retrofit projects to fulfill Stormwater Management for Existing Development (SMED) requirements. Supervise the County's stormwater program for both private and County owned facilities.

Lead efforts in mapping stormwater assets via GIS and asset management software by gathering and compiling information from various stormwater sources for entry into the County's asset database. Coordinate with our GIS staff to ensure data is synchronized and current. Provide cost estimates for anticipated stormwater retrofit projects to division managers to assist in budget planning.

Participate in the notification process to external regulating agencies (within required timeframes) when a discharge is causing or contributing to a violation of water quality standards in a receiving water. Assist in solicitation of bids and preparation of contracts, as applicable for conducting specified work. Participate in meetings with, and soliciting input from, interdisciplinary teams and other stakeholders for review and update to the Stormwater Management Program (SWMP) Plan, local code, and municipal stormwater projects.

Coordinate with Road Operations and Engineering Divisions on stormwater asset management, street sweeping, LID requirements, and other stormwater permit needs. Develop and implement schedules for required actions (reporting, best management practice implementation, monitoring and assessments, etc.) under the Phase II MS4 Permit. Participate in Agency and external partnership meetings to gather, track, maintain and use information to evaluate SWMP development, implementation and prioritization

Document, track and maintain records of activities conducted to meet requirements under the Phase II MS4 Permit in accordance with record retention protocol. Advise on practices, policies and procedures to reduce stormwater impacts associated with Operations & Maintenance and other interdepartmental activities. Assist with implementing ongoing training programs for County employees whose primary job functions require stormwater BMPs or may impact stormwater quality.

Oversee and ensure accuracy of information with the Stormwater Coordinator, to complete and submit the annual report for the Phase II Municipal Stormwater Permit. Advise on appropriate actions to stop or correct conditions of non-compliance. Provide support and technical expertise for coordination with other departments around updating and informing decisions related to updates to interdepartmental plans, such as the comprehensive plan, the capital facilities plan, and Storm and Surface Water Management Plan to ensure compliance with LID requirements.

Conduct research and analysis necessary to prepare reports and give presentations for colleagues, citizen committees, the Board of County Commissioners, external agencies, and the general public. Supervisory: Acts as the first point of contact for staff questions within the group, answers questions and resolves issues before elevating to the Natural Resource Division(NRD) Manager, Assigns tasks and oversees the work of staff within the group, meets with each team member on a regular basis, and provides feedback to the NRD Manager for evaluations. OTHER JOB FUNCTIONS: May be tasked with performing related duties.

Related duties as required are duties that may not be specifically listed in the position description but are within the general occupational series and responsibility level typically associated with the employee's classification of work. Responds to the Department of Emergency Management for assignment under the County's Incident Command System as during emergency events Minimum Qualifications Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be: Bachelor Degree in Water Resources, Water Quality, Environmental Science, Natural Science or closely related field, plus three (3) years' experience in environmental programs, stormwater management, watershed or water resources planning, or other natural resource-related programs.

2 years of supervisory experience is preferred. Requires knowledge of: Database management Water quality measurement techniques and water quality issues General hydrology and watershed science Operation of standard office equipment including computer and applicable software including; Microsoft Word, Excel and Outlook Operation of standard office equipment NPDES Municipal Stormwater Permit requirements and issues Clean Water Act and WA State Water Quality Standards Requires the ability to: Work with people in a courteous manner Use a range of software programs to accomplish technical aspects of the position Communicate clearly and effectively both verbally and in writing Work occasional long hours in the field during inclement weather and with challenging terrain Research, collect, prepare, and analyze technical data pertaining to hydrogeology and water quality Establish and maintain good working relationships with elected officials, other employees, and the public Assist in the preparation of comprehensive technical reports Ability to work independently Licenses and/or Certifications: APWA Certified Stormwater Manager preferred. WORKING CONDITIONS/PHYSICAL REQUIREMENTS: 80% of work is performed in an office environment.

20% of work is on project sites with exposure to varying weather and terrain conditions. Must be able to stand or walk on uneven terrain for extended periods, climb, lift equipment or samples up to 60 pounds, and have sufficient hand-eye coordination to operate computers and conduct field sampling. Work may routinely require the employee to climb, balance, bend, stoop, kneel, crouch, and work in water.

Must be able to walk steep and uneven terrain in adverse weather conditions. Hazards: Those present in a normal office environment and hazards likely to be encountered in rural and remote field sampling locations and those typically encountered when sampling surface water from streams and rivers.
