This individual contributor role is an hourly, full-time position located in North Highlands, California.

Job Title: Certified Payroll & Prevailing Wage Specialist

Location: On-Site/North Highlands, California

Department: Accounting / Finance

Job Type: Full-Time

Position Summary

We are seeking an experienced Certified Payroll Professional (CPP) with expertise in construction accounting and public works compliance. In this role, you will conduct our weekly certified payroll reporting, navigate federal, state, and local prevailing wage laws (e.g., Davis-Bacon Act), and ensure that all workers and subcontractors are correctly classified and compensated. You will act as the primary liaison between our project teams, government agencies, labor compliance officers, and unions.

SPECIAL NOTE: This position will be responsible for company-wide payroll administration; comprised of 10% weekly prevailing wage and 90% bi-weekly payroll for a total of approximately 250 FTE.

Key Responsibilities

Certified Payroll & Compliance

  • Reporting: Prepare, review, and submit weekly Certified Payroll Reports (CPRs) using federal Form WH-347 as well as state/local electronic portals.
  • Wage Determinations: Research, analyze, and maintain up-to-date prevailing wage rates, fringe benefit calculations, and job classifications across all active public works contracts.
  • Fringe Benefit Accounting: Calculate and allocate hourly fringe benefit credits (health, pension, training funds, cash-in-lieu) in compliance with government regulations.
  • Audits & Records: Serve as the primary point of contact for external audits, public agency requests, and Labor Compliance Programs (LCPs). Maintain organized, audit-ready records for the required statutory retention period (typically 3+ years).
  • Apprenticeship Compliance: (Where applicable) Track apprentice-to-journey-level worker ratios and submit required apprenticeship training fund contributions and documentation.

Subcontractor Management

  • Monitor subcontractor compliance with prevailing wage requirements.
  • Review and approve subcontractor certified payroll submissions before owner/agency billing.
  • Track and resolve non-compliance issues or wage discrepancies with subcontractors.

Core Payroll Operations

  • Process or audit weekly union and non-union field payroll for accuracy regarding hours, overtime, double-time, and job cost coding.
  • Collaborate with project managers and field superintendents to resolve timecard discrepancies and ensure accurate daily reporting.
  • Cross-train with internal accounting personnel to support general payroll processing, garnishments, and year-end reporting (W-2s/1099s).

Qualifications & Skills

Required:

  • Experience: Minimum 3–5 years of specialized certified payroll and prevailing wage experience within the construction industry.
  • Regulatory Knowledge: Deep understanding of the Davis-Bacon and Related Acts (DBRA), state prevailing wage laws, and Fair Labor Standards Act (FLSA).
  • Software Proficiency: Hands-on experience with construction payroll software (Paylocity; QuickBooks) and labor compliance platforms.
  • Technical Skills: Advanced proficiency in Microsoft Excel (VLOOKUPs, pivot tables, data reconciliations).
  • Detail Orientation: Exceptional accuracy, data verification skills, and the ability to strictly meet non-negotiable weekly deadlines.

Preferred:

  • Certification: Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) through PayrollOrg (formerly APA).
  • Bilingual in Russian or Ukrainian- strongly preferred

Key Performance Indicators (KPIs)

  • 100% On-time Filing: Zero missed deadlines for weekly CPR submissions.
  • Audit Accuracy: Minimal to zero wage deficiency findings during agency compliance audits.
  • Subcontractor Compliance: Rapid turnaround on verifying and clearing subcontractor payrolls.

In addition to base salary, this job may be eligible to participate in our corporate discretionary bonus program, and depending on the position offered, it may also be eligible to receive a commission. To provide greater transparency to candidates, we share base pay ranges for all California based jobs. We set standard base pay ranges for all roles based on function, level, and geographic location, benchmarked against similar industry companies. Final offer amounts are determined by multiple factors including skills, depth of work experience and relevant licenses/credentials, and may vary from the amounts listed below.

The base pay range for this position is:  $60,000.00-$75,000.00
