Position Summary
TACI is seeking an experienced OSP Aerial & Underground Construction Manager to lead the planning, execution, and successful delivery of aerial and underground telecommunications construction projects throughout Southern California.
This leadership role is responsible for managing multiple projects involving fiber optic deployment, aerial strand construction, underground conduit installation, directional drilling, trenching, restoration, utility coordination, and broadband infrastructure. The ideal candidate possesses extensive knowledge of Outside Plant (OSP) construction methodologies and has a proven track record leading construction teams, managing project budgets, maintaining customer relationships, and delivering projects safely, on time, and within budget.
Primary Responsibilities
  • Manage multiple aerial and underground fiber optic construction projects simultaneously
  • Oversee aerial construction, underground conduit installation, trenching, directional drilling, rock sawing, restoration, and utility relocations
  • Lead Construction Supervisors, Foremen, field crews, subcontractors, and vendors
  • Develop and manage project schedules, budgets, purchase orders, labor forecasts, and material planning
  • Monitor project profitability, production, revenue, equipment utilization, and overall financial performance
  • Ensure projects comply with customer specifications, engineering standards, permits, and local regulations
  • Conduct project review meetings and provide regular updates to customers and executive leadership
  • Coordinate activities between Operations, Engineering, Safety, Project Management, and Field Construction teams
  • Perform critical path analysis and proactively identify schedule risks, resource conflicts, and operational challenges
  • Resolve project issues quickly while maintaining customer satisfaction and operational efficiency
  • Review production reports, as-built documentation, invoices, change orders, and project closeout packages
  • Promote a culture focused on safety, quality, accountability, and continuous improvement
  • Support business development activities, project planning, RFIs, RFPs, and customer presentations as needed

Required Qualifications
  • Minimum 7 years of telecommunications construction management experience
  • Strong experience managing both aerial and underground OSP construction projects
  • Thorough understanding of fiber optic deployment, coaxial construction, aerial strand construction, underground conduit installation, directional drilling, rock saw operations, restoration, and utility construction
  • Proven experience managing multiple projects, budgets, schedules, vendors, and field resources
  • Strong knowledge of project management principles including scheduling, budgeting, forecasting, risk management, and change management
  • Experience working directly with telecommunications carriers, municipalities, utilities, engineering firms, and customers
  • Strong leadership, organizational, communication, and problem-solving skills
  • Proficiency with Microsoft Excel, Word, Outlook, PowerPoint, and Microsoft Project
  • Valid Driver's License with an acceptable driving record
  • Authorization to work in the United States

Preferred Qualifications
  • Bilingual English and Spanish
  • Experience with telecommunications construction management software
  • Experience managing large-scale broadband deployment programs
  • OSHA 30 Certification
  • PMP Certification or Construction Management certifications
  • Knowledge of California utility permitting and restoration requirements
  • Experience with FTTH, FTTX, HFC, broadband, and municipal fiber projects
  • Experience supporting both union and non-union construction environments

Physical Requirements
This position requires regular travel to active construction sites, including aerial and underground work locations. Candidates must be able to walk uneven terrain, climb embankments, inspect active construction operations, and occasionally lift up to 50 pounds. The role requires frequent interaction with field personnel and customers in outdoor environments and may require extended hours, weekends, emergency response, and project-related travel.
