Job Purpose
The Finance Officer is responsible for executing accounting processes, ensuring compliance with local and international financial regulations, WVI standards, and donor requirements, while maintaining financial integrity in emergency response settings. The role focuses on financial compliance, accounting operations, and audit readiness, ensuring accurate and timely processing of financial transactions and reporting.
Key Responsibilities
Accounting Compliance and Monitoring

  • Review and verify the accuracy of financial source documents and payment packages before processing.
  • Ensure transactions align with local legislation, WVI policies, and donor regulations.
  • Maintain financial records and registers, ensuring timely payment processing and reconciliations.
  • Perform monthly bank reconciliations and clear employee advances.
  • Work with Shared Services to ensure smooth Procure-to-Pay (P2P) and Record-to-Report (R2R) processes.
Audit Preparation & Support
  • Assist in preparing financial records and documentation for internal and external audits.
  • Ensure that financial processes and transactions comply with audit standards.
  • Implement corrective actions based on audit findings.
Local (Government) Reporting
  • Prepare and submit required local financial reports, including tax and social security filings.
  • Ensure compliance with local legislation and reporting deadlines.
  • Maintain accurate financial documentation to meet government requirements
Required Education, training, license, registration, and/or Certification
  • Bachelor's degree in accounting, Finance, or Business Administration.
Required Professional Experience
  • Minimum 3 years of experience in accounting and finance roles, preferably in humanitarian or emergency contexts.
  • Strong understanding of financial regulations, cash flow management, general ledger, and financial reporting.
  • Proficient in financial and procurement software; expertise in WVI Accounts Payables (AP) processes.
  • Willingness to be deployed on short notice to emergency settings with limited resources.
Preferred Experience, Knowledge and/or other Qualifications
  • Certifications: CPA, ACCA, or equivalent professional qualification preferred.
  • NGO Experience: Prior experience working with international NGOs.
  • Compliance Knowledge: Strong familiarity with financial compliance and audit processes in emergency contexts.
Required travel and/or work environment accommodations
  • Ability to travel to/within domestically and internationally as required
  • Work hours are often in excess of 12 hours per day during difficult periods of the response
  • Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues
  • Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene.
Position's physical requirements
  • The ability to work long hours in stressful and demanding environments.
  • Ability to travel between field locations with basic living conditions.
Required Language(s)
  • Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, Portuguese, preferred.
