The Department of Corrections (DOC) is seeking a highly motivated and qualified individual for the position of Facilities Manager at Washington State Penitentiary (WSP), located in Walla Walla, WA.

The Washington State Penitentiary is staffed 24-hours a day, 7 days a week. The Department of Corrections (DOC), as a partner in the criminal justice system, enhances public safety, administers criminal sanctions and programs in accordance with the law and provides leadership for the future of corrections in Washington State.
The Washington State Penitentiary (WSP) is comprised of 3 Close Custody Units, 3 Special Housing Units, 2 Intensive Management Units, 2 Medium Units, 2 Minimum Housing Units and a Hospital. In all, WSP houses approximately 2,000 offenders and employs approximately 1,000 staff.
Duties
Under the direction of the Washington State Penitentiary Superintendent, this position acts as the 3rd level supervisor overseeing Capital improvements, Maintenance, Custodial, and Grounds keeping activities. This position directly supervises two (2) 2nd level managers, one (1) Administrative Assistant 3, one (1) Environmental Specialist 5 and indirect supervision of the facilities Safety Officers 1 and 2. This position is also responsible and oversees and assists with the Environmental concerns, policies and requirements of the facility. The Sustainability of the facility also falls under this position's responsibility. The 2nd level managers reporting to this position supervises six (6) 1st level supervisors, and an additional 46 maintenance staff involved in the ongoing maintenance of the entire WSP facility which houses 2000+ Incarcerated Individuals, and currently five (5) separate custody levels.
At Washington State Penitentiary (WSP) an adult corrections facility, this position is responsible for maintaining plant operations of 120 buildings on 542.4 acres of property, as well as managing the Engineer Department Staff (51). These 51 staff supervise work crews to maintain WSP living conditions in support of the Department of Corrections (DOC) mission. The Department of Corrections, in collaboration with its criminal justice partners, victims, citizens, and other administration of criminal sanctions and effective correctional programs.
Duties include but are not limited to:
As part of WSP Leadership Team, this position advises, directs, and reports on a daily maintenance/performance of activities performed by the Maintenance department staff under his/her direction.

• Provide leadership to, supervise, and direct maintenance staff. Provide and arrange training for staff.
• Schedule and assign routine and project work, analyze latent situations based on sound business decisions. Prioritize work based on security requirements of a correctional facility.
• Prioritize requests for equipment, vehicles, supplies, materials and resources to perform work.
• Establish goals and objectives for the Maintenance Department and staff.
• Interact positively with other department heads regarding current and future projects and facility needs.

Long range forecasting of the facility maintenance needs and projects. The developer of a ten-year capital operations and project plan.

• Communicate and meet with other department heads to evaluate costs for facility renovations, new construction and/or improvements. Assign and oversee management of facility contracts (FC). Provide advice and updates to the Local Business Manager and Superintendent regarding maintenance work-unit management including regulatory compliance, budget, labor relations, staff development and training, purchasing, and other incidents or developments.
• Working with the Superintendent, Capital Project Managers, department heads, and Local business Advisor, develop a 10-year capital project plan that reflects the future needs of the facility based on population, regulatory compliance, condition of the facility infrastructure, and the Department's long term strategic plan.
• Direct the programs and resources required to assure the state of readiness and effective utilization of the institution, telecommunications, security and utility systems.
• Utilize computerized maintenance management programs to develop a sustainable preventative maintenance program.
• Read and interpret blueprints and schematics, develop design-drawings and project estimates.

Follow the interpret safety and security procedures, comply with DOC policy, facility operations memorandums, local building and mechanical codes, L&I laws, EPS regulations, and all other required regulations.

Provide leadership and manage the overall environmental compliance for the facility. Establish sound sustainability practices for the facility, while encouraging participation from all departments.

• Ensure WSP operates in an effective manner while complying with all Air Permits, Waste Water Permits, Hazardous Waste requirements, asbestos management, etc.
• Work closely with WSP Safety Officer 1 and maintenance managers/supervisors to ensure all practices are covered by applicable JSA and performed in a safe compliant manner.
• Assist is the further improvements of the facilities processes to gain a more sustainable prison. This is done by staying engaged and working directly with the WSP Sustainability committee.

Manage large scale capital projects and facility improvements.

• Manage assigned facility contract projects to ensure on-time completion within the allotted funding.
• Effectively communicate with contractors and outside vendors and facilitate their requirements for project completion.
• Facilitate safety and security plans with contractors so that work is completed safely and in compliance with DOC security and facility guidelines. Create a safe and secure work environment for contractors, staff and Incarcerated individuals.
• Establish procedures to ensure that the work completed by the contract staff is within project specifications.

Qualifications
Required Qualifications:
High school diploma or equivalent, and four (4) years of supervisory experience in facilities operation and/or maintenance of a physical plant in a large-industrial, commercial, or public establishment which may include high pressure heating and/or power plant operation.
Working knowledge of: Effective decision-making processes; construction and maintenance of buildings and building equipment; preparation of plans, specifications, and estimates for construction and alteration of buildings, structures or utility systems. Operation of: Utility systems including HVAC, refrigeration, electrical distribution/emergency power production, water, sewer, and natural gas; grounds maintenance, refuse collection/disposal; custodial/infection control; occupational hazards and safety program requirements; water distribution management; vehicle fleet, telecommunications, security, landscaping, pest and vegetation control, low voltage, touch screen, perimeter electronic systems.
Skills in: Evaluating the impact of decisions. Establish policies and procedures for smooth and efficient plant operations. Development of efficient communications for unit expectations. Plan, coordinate, and direct the execution of programs for the construction and maintenance of buildings and equipment. Interpret blueprints, forecast long-term requirements for personnel, materials/supplies, training, cost of fuels and analysis of man-hour and fiscal expenditures. Ensure the Computerized Maintenance Management System continues to be an effective preventative maintenance plan for both physical plant and automotive/equipment fleet. Develop contingency plans.
Ability to work as required after regular hours, on weekends or holiday when needed for essential primary facility operations or maintenance.
