Position Overview

MSM Technology is seeking a dynamic, highly skilled Proposal Manager / Writer to lead and execute the end-to-end proposal development lifecycle. In this dual-role capacity, you will be responsible for managing the proposal process to ensure compliance and timely submission. As a writer, your primary focus will be crafting compelling Executive Summaries, Introductions, Management Approaches, and Past Performance sections, while tailoring existing corporate boilerplate for light technical sections.


Key Responsibilities


Proposal Management

  • Process: Support the end-to-end proposal process from pre-RFP positioning through post-submission activities, ensuring adherence to MSM's standard operating procedures.
  • Compliance & Strategy: Analyze RFPs, RFIs, and RFQs to develop compliant outlines, compliance matrices, and proposal schedules.
  • Team Coordination: Facilitate proposal meetings (e.g., Kick-off, Daily Stand-ups, Color Reviews) and coordinate efforts among Subject Matter Experts (SMEs), pricing teams, external partners, and executive leadership.
  • Resource Allocation: Support proposal resources, track action items, and ensure all deadlines are met without compromising quality.

Proposal Writing

  • Core Content Creation: Editing, proofreading, compliance reviews for technical and management proposal volumes. Example writing responsibilities include developing Executive Summaries, Introductions, Past Performance, Management sections, and others
  • Boilerplate & Light Technical Integration: Integrate light technical content by pulling from, tailoring, and updating MSM’s existing library of written boilerplate and capability statements.
  • Quality Assurance & Editing: Copyedit and proofread all proposal volumes for clarity, grammar, tone, one-voice flow, and strict compliance with solicitation instructions (Section L & M).



Requirements:

REQUIRED:


Experience:

  • Minimum of 1-2 years of relevant experience, potentially including federal government proposal management and writing, grant writing, IT project management, IT support.
  • Must have an IT background.
  • Familiar enough with AI to be comfortable using it.
  • Experience writing technical reports, technical guidebooks, user manuals, processes, proposals, or any relevant and proven writing capability.

Knowledge:

  • Deep understanding of the federal procurement process (FAR) and experience bidding on DoD and Civilian agency contracts.

Content Tailoring:

  • Proven ability to comprehend high-level IT and cybersecurity concepts in order to effectively weave existing technical boilerplate into cohesive proposal narratives.

Skills:

  • Exceptional project management, organizational, and time-management skills with the ability to handle multiple concurrent proposals.
  • Proficient in the following tools: Microsoft Word, Excel, PowerPoint, Outlook and Adobe products
  • Exceptional facilitation and organization skills are required.

Communication:

  • Outstanding written and verbal communication skills; expert proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint/proposal management software.
  • Strong customer service skills to work with a range of stakeholders and facilitate their participation.
  • Self-started with the ability to work multiple priorities simultaneously.
  • Willingness and ability to work outside of traditional hours and occasionally on weekends as required.
  • A passion to win.

PREFERRED:

  • Bachelor’s degree in Computer/Engineering field, Communications, English, Social Science, or technical discipline consistent with the aforementioned domains
  • Understanding of the business development life cycle in federal, state and local, or commercial domains
  • Federal Government contracting experience.
