Job Title: Capture Manager & Proposal WriterLocation: Remote / Hybrid (Atlanta, GA or Texas preferred)
Reports To: Director of Business Development or Managing Partner
Overview:The Capture Manager & Proposal Writer leads and coordinates business development efforts across state, federal, local government, commercial, and hospital clients. This individual identifies, qualifies, and captures new contract opportunities while developing high-quality, compliant, and competitive proposals that align with organizational growth strategies.
Key ResponsibilitiesCapture Management:
  • Research, identify, and qualify opportunities across government (state, local, federal) and commercial/hospital markets through RFP databases, procurement portals, and industry intelligence tools (e.g., GovWin, SAM.gov, BidNet, etc.).
  • Develop and execute capture strategies including win themes, competitive positioning, pricing strategy, and teaming.
  • Engage with potential clients, partners, and stakeholders to gather intelligence and establish relationships that support winning proposals.
  • Lead pre-proposal planning, including pipeline development, bid/no-bid decisions, and resource alignment.
  • Coordinate with internal teams and partners on capture plans, schedules, and gate reviews to ensure accountability and progress toward submissions.
Proposal Development:
  • Manage end-to-end proposal process from RFI and RFP analysis to submission ensuring compliance, accuracy, and timely delivery.
  • Write and edit technical, management, and past performance narratives tailored to each client and solicitation.
  • Develop persuasive, clear, and compliant content that reflects an understanding of client objectives, requirements, and evaluation criteria.
  • Coordinate inputs from SMEs, recruiters, and leadership teams to create complete and competitive proposals.
  • Maintain a proposal library, including templates, resumes, project write-ups, and boilerplate content for reusability and efficiency.
  • Work closely with design and marketing teams to ensure visually polished and professional submissions.
Business Intelligence & Relationship Management:
  • Maintain a robust pipeline of opportunities across target sectors, tracking through tools such as Monday.com, HubSpot, or internal CRM/ATS systems.
  • Monitor competitor landscape and identify strategic teaming or subcontracting opportunities.
  • Support relationship building with agency procurement officers, prime contractors, and hospital administrators.
  • Contribute to post-submission debriefs, lessons learned, and continuous improvement of proposal processes.
Required Skills & Experience:
  • 5+ years of experience in capture management, proposal writing, or business development within government contracting, healthcare, or professional services.
  • Proven success developing and winning proposals for state and local agencies, federal contracts (GSA, DoD, DHS, etc.), and/or hospital systems.
  • Strong understanding of procurement processes, contract vehicles, and compliance requirements (e.g., RFP, RFQ, IFB, IDIQ, BPA).
  • Exceptional writing, editing, and communication skills with attention to detail.
  • Experience with proposal management tools (e.g., RFPIO, Loopio, SharePoint, GovWin, Canva, Adobe, Word templates).
  • Knowledge of pricing, staffing plans, technical volumes, and past performance documentation.
  • Ability to manage multiple concurrent deadlines in a fast-paced environment.
Preferred Qualifications:
  • Experience supporting proposals for staffing, IT, healthcare, or professional services contracts.
  • Familiarity with HUB, WOSB, DBE, or MBE certification programs and utilization in public sector proposals.
  • Experience working with hospital systems (e.g., public health departments, academic medical centers).
  • Bachelors degree in Communications, English, Business, or related field.
  • APMP certification (Association of Proposal Management Professionals) preferred.
