Job Summary:
The Alaka`ina Foundation Family of Companies is a fast-growing government service provider seeking a Project Manager/Working Lead to oversee IT project management and cybersecurity support services for government clients. The role involves managing project deliverables, coordinating with stakeholders, and ensuring compliance with regulatory requirements while maintaining project schedules and budgets.
Responsibilities:
โ€ข Serve as Information Management Officer (IMO and perform various IMO duties (e.g., communicate with external and/or higher-level IT organizations on behalf of the Government customer, act as liaison between ATEC Secret Internet Protocol Router Network (SIPRNET) users, the local Network Enterprise Center, etc.).
โ€ข Perform Project Management Services to include but not limited to organize, document, and participate in ATEC IT projects for project management services, to include planning, purchasing, executing, and maintaining IT hardware and software, as directed by designated Government representatives and ATEC G6.
โ€ข Enforce the organizationโ€™s Acceptable Use Policy (AUP) for all civilian, military, and contractor personnel when using Government information systems as defined by the Government.
โ€ข Provide the support services for ATEC HQs (to include efforts for AEC), ATC, and OTC.
โ€ข Provide records management support to include technical assistance in the development, creation, usage, and storage of records.
โ€ข Provide analysis of the current procedures and recommendations as to the best methodology for data storage, retrieval (e.g., hard copy vs. digital) and management (e.g., disk vs. intranet).
โ€ข Provide assistance in meeting regulatory requirements under the DOD electronic records management standard, National Archives and Records Administration regulation, and other applicable policies and procedures.
โ€ข Oversee the preparation, execution and monitoring of projects within the budget policies and procedures of contract. Ensure that all projects are delivered on-time, within scope and within budget.
โ€ข Manage deliverables, status and quality elements throughout the project lifecycle.
โ€ข Set deadlines, assign responsibilities, monitor and summarize progress of project.
โ€ข Coordinate and monitor the scheduling, pricing, and technical performance of the project.
โ€ข Prepare reports for senior leadership regarding status of project.
โ€ข Build and maintain working relationships with team members involved in the projects.
โ€ข Establish internal support for the methods used to complete the project.
โ€ข Assist in the development of high complex solutions
โ€ข Develop and manage written project plans, including program schedules and communicate plans with all Government staff, contract team members, users, and other parties involved in the project.
โ€ข Communicate project needs, goals, and milestones with appropriate Command Staff, Senior Management and Team members.
โ€ข Ensure adherence to master plans and schedules and develop solutions to project problems.
โ€ข Work closely with government stakeholders and technical leaders to ensure the development and delivery of integrated solutions, providing input into project direction and design.
โ€ข Define and develop project processes, requirements, flows, structure, schedule, and deliverables.
โ€ข Prepare and maintain documentation and publications relating to users, systems, programming, operations, products, and services.
โ€ข Gather and research technical information, including engineering and development information, for use in documentation activities.
โ€ข Develop and analyze solutions to meet IT mission requirements
โ€ข Interview programmers, engineers, developers, and other technical personnel to become familiar with product technology and development methods.
โ€ข Coordinate internal resources and vendors for the flawless execution of projects
โ€ข Use appropriate verification techniques to manage changes in project scope, schedule and costs
โ€ข Measure project performance using appropriate systems, tools and techniques
โ€ข Perform risk management to minimize project risks
Qualifications:
Required:
โ€ข Relevant education/experience must be in an IT discipline related to the assigned program area (e.g., Network Engineering, Network Management, Computer Science, Information Systems, Computer or Software Engineering, Management Information Systems, Computer Forensics/Security, etc.)
โ€ข Must possess a minimum of a Highschool Diploma/GED & thirteen plus (13+) yearsโ€™ relevant experience; OR a minimum of an Associateโ€™s Degree - Directly Related & eleven plus (11+) yearsโ€™ relevant experience; OR a minimum of a Bachelorโ€™s Degree - Directly Related & nine plus (9+) yearsโ€™ relevant experience; OR a minimum of a Masterโ€™s Degree - Directly Related & seven plus (7+) yearsโ€™ relevant experience
โ€ข Must have at least one (1) certification in the project management field
โ€ข Must have a minimum of five (5) yearsโ€™ of experience leading twenty (20) or more employees.
โ€ข Direct Experience in DOD Computing Environment, Security+ (or equivalent DOD Directive 8570.1 IAT II)
โ€ข Must be proficient in the use of computers and software required to perform work (e.g., Microsoft Office software).
โ€ข Must have working knowledge of MS Project; familiarity with OTC operational testing environment preferred.
โ€ข Must be U.S. Citizen. (Foreign nationals/immigrant aliens are not authorized to work on this contract.)
โ€ข Must hold minimum of Secret Clearance with the ability to obtain/maintain Top Secret clearance is required.
Preferred:
โ€ข Experience with project tracking, providing detailed work plans, schedules, project estimates, resource plans, and status reports.
โ€ข Knowledge of FAR regulations and requirements
โ€ข Knowledge of Department of Defense (DoD) network security requirements.
โ€ข Knowledge of network design, operation, and maintenance.
โ€ข Knowledge of DoD Cybersecurity requirements.
โ€ข Knowledge of and experience with help desk support and operation
โ€ข Knowledge of networking and network-based software applications.
โ€ข Demonstrated ability for oral and written communication with the highest levels of management.
โ€ข Expert knowledge of IT Systems and understanding of Networking and Computer Information Systems.
โ€ข Demonstrate ability to manage multiple diverse IT projects across multiple IT disciplines as well as IT plans and policy experience.
โ€ข Demonstrate ability to manage and track IT projects across multiple directorates and organizations is preferred.
โ€ข Demonstrate ability to understand that IT project management is part project management, part technology operations and part general management. IT project managerโ€™s plan, organize, and integrate cross-functional information technology projects that are significant in scope and impact.
โ€ข Demonstrate ability to develop requirements with the supported customer and design a solution to meet the IT requirements and deadlines, and work effectively within time constraints.
โ€ข Demonstrate ability to analyze a provided solution to compare with the current environment(s) and determine if the solution meets the mission requirements.
โ€ข Must be able to handle multiple tasks and projects concurrently.
