Description
ActioNet has an immediate opening for a Program Manager with 7+ years of experience leading IT, procurement, logistics, and network infrastructure projects-wireless network experience is preferred.
 
The Program Manager will lead execution and scaling of a Telecommunications Utility and Grid initiative supporting large-scale telecommunications infrastructure modernization and sustainment.
 
This role integrates outside plant (OSP) and premise cabling telecommunications infrastructure modernization, governance alignment (Roles & Responsibilities framework), sustainment operations, facility power integration, and deployment of an Operational Digital Twin (ODT). The Program Manager ensures alignment across infrastructure stakeholders, operational teams, and industry partners.
This is a critical infrastructure leadership role - not a traditional IT program management position.
 
Salary Range: $125-170K
Location: Honolulu, Hawaii with local/regional travel
Key Responsibilities
Enterprise Governance Leadership
  • Lead alignment of telecommunications Roles & Responsibilities (RACI) across stakeholder organizations.
  • Clarify accountability boundaries for OSP, premise cabling, power, facilities, and equipment.
  • Support implementation of a standardized Telecom Utility operating model.
  • Align acquisition, funding, and enterprise support strategies.
Sustainment & Operations Oversight
  • Oversee stabilization and sustainment of outside plant (OSP) and premise cabling fiber and copper infrastructure.
  • Own service availability, MTTR, and operational readiness metrics.
  • Coordinate field execution teams, splicing crews, testing personnel, and partner performance.
  • Ensure fleet, machinery, and workforce readiness for OSP activities (trenching, duct banks, manholes, poles, vaults).
Infrastructure & Resilience Integration
  • Integrate telecommunications with facility systems (power, grounding, HVAC, generators).
  • Drive resilience strategy including backup communications nodes and power continuity.
  • Address environmental risks impacting OSP (corrosion, water intrusion, coastal exposure).
Digital Control Layer Deployment
  • Oversee deployment of a Telecommunications Grid Operational Digital Twin (ODT).
  • Ensure vendor-agnostic integration across OEM platforms.
  • Align ODT with enterprise systems (GIS, MAXIMO, Help Desk, TMS).
  • Maintain authoritative digital representation of OSP and premise cabling infrastructure assets.
Partner & Stakeholder Integration
  • Lead coordination with teaming partners and subcontractors.
  • Serve as the primary interface among stakeholders, partners, and project leadership.
  • Ensure compliance with acquisition regulations and conflict-of-interest requirements.
  • Manage transition from capture to execution seamlessly.
Required Qualifications
  • 7+ years managing complex DoD, Federal, or large-scale infrastructure programs.
  • Demonstrated experience managing OSP and premise cabling telecommunications infrastructure.
  • Experience supporting large campus, utility, installation, or distributed infrastructure environments preferred.
  • Strong understanding of fiber optic networks, structured cabling, duct banks, manholes, vaults, and copper transition strategies.
  • Experience leading sustainment-focused infrastructure programs.
  • Familiarity with governance and RACI-based accountability models.
  • Experience integrating cybersecurity and RMF requirements.
  • Active Secret clearance required; TS eligibility preferred.
Preferred Qualifications
  • BICSI certification (RCDD, OSP, or equivalent) strongly preferred.
  • Experience with BICSI standards and structured cabling best practices.
  • Background in infrastructure, facilities, or real property integration.
  • Experience with power resilience systems supporting telecommunications infrastructure.
  • Experience with 5G, broadband, or infrastructure modernization initiatives.
