Day - 08 Hour (United States of America)Stanford Health Care is seeking a strategic and innovative Senior Program Manager to help shape the future of enterprise resilience across one of the nation's leading health systems.
We are looking for a leader who understands that resilience is more than emergency management or business continuity alone. The ideal candidate can connect business resilience, operational continuity, IT disaster recovery, crisis communications, risk management, and emerging technologies into a unified strategy that strengthens the organization's ability to prepare for, adapt to, and recover from disruption.
This role will help drive some of Stanford Health Care's most visible resilience initiatives, including continuity modernization, recovery planning, tactical communications, technology-enabled preparedness, and AI-supported operational transformation.
We're Looking for Someone Who:
Thinks beyond traditional business continuity and understands the evolving discipline of enterprise resilience.
Has experience integrating business continuity, continuity of operations (COOP), IT disaster recovery, crisis management, and organizational recovery into practical operational programs.
Has worked with enterprise resilience, continuity, incident management, recovery, or mass notification platforms such as Everbridge, Veoci, Fusion Risk Management, ServiceNow BCM, Archer, Noggin, Castellan, OnSolve, or similar solutions.
Understands how technology supports resilience and recovery but is not necessarily a technical engineer or software developer.
Has experience partnering with IT, cybersecurity, clinical operations, facilities, supply chain, and executive leadership to address complex operational risks.
Brings a strong understanding of risk management, Business Impact Analysis (BIA), Hazard Vulnerability Analysis (HVA), operational dependencies, and recovery priorities.
Is energized by emerging technologies and can identify, evaluate, and implement AI-enabled use cases that improve preparedness, situational awareness, tactical communications, operational efficiency, and decision support.
Possesses exceptional communication skills and can translate complex risks into actionable information for executives, operational leaders, and frontline teams.
What You'll Do
Lead enterprise resilience initiatives that strengthen Stanford Health Care's ability to prepare for, withstand, respond to, and recover from disruptions.
Advance organization-wide business continuity, resilience, recovery, and contingency planning programs.
Partner with Information Technology and Cybersecurity teams to align operational continuity planning with IT disaster recovery and cyber resilience strategies.
Drive the modernization of continuity and resilience programs through the adoption of innovative tools, automation, analytics, and AI-enabled capabilities.
Develop and oversee tactical communication strategies that support incident response, executive decision-making, workforce readiness, and stakeholder engagement.
Facilitate Business Impact Analyses (BIAs), Hazard Vulnerability Analyses (HVAs), strategic risk assessments, and recovery planning initiatives.
Lead highly visible cross-functional projects involving healthcare operations, clinical services, emergency management, facilities, technology, security, and external partners.
Evaluate and implement practical AI use cases that improve planning, communications, information management, workflow efficiency, and operational resilience.

The Senior Program Manager is responsible for planning, implementing, and managing a comprehensive emergency management and business continuity program for Stanford Health Care. This role serves as a subject matter expert (SME) and provides advanced program management support to ensure organizational readiness, regulatory compliance, and effective response and recovery capabilities across hospitals, ambulatory clinics, and support operations. The Senior Program Manager leads complex initiatives with moderate to high scope, translating regulatory requirements, operational needs, and risk assessments into actionable plans, tools, and training programs. The role collaborates extensively with clinical, operational, and administrative stakeholders to strengthen preparedness and resilience while ensuring alignment with organizational priorities. What you will do

  • Plan, coordinate, and execute emergency preparedness activities, including drills, exercises (tabletop, functional, and full-scale), and real-world incident response support across multiple sites.

  • Develop and implement emergency management and business continuity plans for hospitals, ambulatory locations, and administrative functions, ensuring alignment with regulatory requirements.

  • Translate regulatory guidance, hazard vulnerability assessments, and operational requirements into standardized procedures, response algorithms, and training tools.

  • Facilitate and support emergency management governance structures, including committees, workgroups, and subcommittees, ensuring follow-through on action items and program deliverables.

  • Collaborate with departmental leaders to conduct business impact analyses and develop continuity strategies that reduce operational disruptions and improve recovery timelines.

  • Design and deliver training programs and educational materials for staff and leadership to improve emergency preparedness and response capabilities.

  • Analyze program performance metrics and after-action reports to identify gaps, recommend improvements, and support continuous improvement initiatives.

  • Maintain and standardize OEM policies, procedures, documentation, and reporting processes to ensure consistency and compliance.

  • Interpret facility infrastructure data (e.g., floor plans, hazard maps) to support site-specific emergency planning and response strategies.

  • Provide guidance and support during incidents, exercises, and activations, including participation in debriefs and implementation of corrective actions.

  • Collaborate with internal stakeholders and external partners (e.g., local agencies, healthcare coalition partners) to strengthen coordinated response efforts.

  • Support leadership reporting through preparation of dashboards, summaries, and program updates.

  • Ensure adherence to safety standards, regulatory requirements, and organizational policies across all program activities.

  • This position may require on-call availability during non-standard hours, including nights, weekends, and holidays, to meet business needs and respond to emergencies as necessary.


Education Qualifications

  • Bachelor's degree from an accredited college or university required

  • Master's degree in Emergency Management, Public Health, Healthcare Administration, or related

  • Relevant experience in lieu of degree may be considered and is in addition to the experience requirements for this position


Experience Qualifications

  • Minimum of seven (7) years of progressively responsible and directly related experience in emergency management, business continuity, healthcare operations, or a related field

  • Experience leading complex programs or projects across multiple departments or sites preferred

  • Completion of FEMA Independent Study Courses within 30 days of hire required:
    o IS-100: Introduction to the Incident Command System (ICS 100)
    o IS-200: Basic Incident Command System for Initial Response (ICS 200)
    o IS-700: National Incident Management System (NIMS)
