The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Workforce Development Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
Essential Duties and Responsibilities include but are not limited to:
Participates in Workforce Development Task Force groups and related activities mandated by AHCCCS. Fills an AHCCCS req staff position as WFD Manager. Responsible for the development of the Division's WFDP. Reviews qualified vendors WFDP for compliance. Participate in recruiting, training, developing and retaining workforce.
Contributes to the achievement of departmental goals and objectives as outlined in the Division's Network Data and Management Plan (NDMP) and WFDP. Assists in the development and preparation of the NDMP and other deliverables. Develops and recommends policy changes related to direct service provider retention, recruitment, and contracting. Responsible for other agency deliverables as assigned.
Managing the day-to-day activities of the Workforce Development Unit. Provides supervision to assigned staff; writes and performs annual reviews and monitors performance. Coaches direct reports in the use of data and appropriate analytical tools that support improved quality. Supports team members in the identification and creative problem resolution for improved WFD processes.
Develops, implements, and maintains the Divisions' WFDP. Provide tools and resources to Qualified Vendors to support direct care workers and workforce sufficiency. Collaborates with AHCCCS and Managed Care Organizations on statewide initiatives. Participates in National-level information sharing as assigned.
Serves in a leadership capacity for special projects/initiatives, and departmental activities for provider,
education, satisfaction, and communication. Provides WFD information, support and guidance to qualified vendors in collaboration with the Divisions' Public Information Officer. Prepares projections and forecasting and conducts data analysis. Develop WFD-related provider policies.
Knowledge in:
Federal and state Medicaid .
State Managed Care Operations; Contracting
Provider network development; Direct care worker recruitment.
Medicaid Waiver; Arizona Management System (AMS).
Skills in:
Proficient use of computers (e.g,Google Work Space, Microsoft Office Suite, databases, etc.)
Excellent oral and written communication and presentation.
Organization and time management; Self-starter/highly motivated.
Data interpretation; Create surveys.
Recruitment, selection, training, development and retention of workforce.
Ability to:
Read and interpret documents such as regulatory guidelines and statutes, audit tools, policies and
procedures.
Develop policies and procedures; Data analysis.
Speak and present at various group levels.
Strong organizational/time management, coordinating multiple projects.
Self-manage and project a professional image at all times; Creative problem/ challenge-solving ability
Lead and supervise; Collaborate with various levels of management and stakeholder groups.
The ideal candidate for this position will have:
Master's (OR) Bachelor's Degree in Business (OR) Health related discipline.
Three (3) to Five (5) years of supervisory (OR) Management (or) Leadership experience (AND) provider development experience in healthcare settings, managed care, or Medicaid programs.
If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
