The Director of Foreign Labor and Agricultural Workforce Services provides strategic leadership and oversight of Title III associated and aligned programs and grants related to the Foreign Labor Certification program, MSFW services, and other aligned initiatives that parallel or enhance Employment Services activities. This includes supervision of employees, grant and or strategic plan writing, and budget development/oversight. The Director, with the support of and under the guidance of the Executive Director, shall provide input into program and policy decision-making, developing and implementing procedures, and assisting in ensuring the achievement of program objectives.
Note - This position involves approximately 40% in-state travel, including coordination visits between the System Office in DeKalb, Athens, and other staff locations across South Georgia (Americus, Douglas, Dublin, Moultrie, Thomasville, Tifton, Valdosta, Vidalia, and Waycross).
RESPONSIBILITIES
Program Administration and Leadership
Direct statewide administration of the Foreign Labor Certification Grant.
Provide strategic leadership for statewide Migrant and Seasonal Farmworker (MSFW) services and Agricultural Recruitment System (ARS) activities.
Remain up to date with policies, procedures, and state or federal laws that may impact department initiatives;
Develop strategic goals, policies, procedures, and operational plans for agricultural services and foreign labor programs.
Establish statewide goals and performance measures to improve program outcomes.
Monitor program outcomes to ensure effective service delivery.
Works with other leadership team members to execute activities in support of program success such as data collection and analysis projects, training development and delivery, communication and outreach, etc.;
Identify opportunities for program improvement and innovation.
Compliance and Regulatory Oversight
Under the direction of the Executive Director, guides staff through monitoring and audit activities and assists with formalizing state responses to such reports;
Ensure compliance with applicable federal and state statutes, regulations, and guidance, including but not limited to:
Wagner-Peyser Act
Workforce Innovation and Opportunity Act (WIOA)
Foreign Labor Certification regulations
USDOL Employment and Training Administration guidance
Oversee housing inspection activities, field checks, post-certification reviews, and other compliance functions.
Develop and implement corrective action strategies as needed.
Ensure timely completion of federal reporting and monitoring requirements.
Stakeholder Engagement and Strategic Partnerships
Participates in stakeholder engagement activities, as needed and maintains excellent working relationships with and serves as a liaison to internal and external customers;
Serve as the agency's primary representative with:
U.S. Department of Labor
State agencies
Agricultural employers and associations
Workforce Development Boards
Community-based organizations
Farmworker advocacy organizations
Educational institutions and workforce partners
Develop and maintain collaborative partnerships to strengthen workforce initiatives and employer services.
Represent the agency at state, regional, and national meetings, conferences, and workgroups.
Strategic Planning and Program Development
Analyze labor market trends and workforce data to identify emerging workforce needs.
Develop strategies to support employer recruitment and workforce development initiatives.
Recommend policy and operational changes to improve service delivery and program effectiveness.
Develop outreach initiatives to increase awareness of available services and resources.
Fiscal and Grant Management
Direct administration with Executive Director of federal grant funding and program budgets.
Oversee and participate in development of grant applications, budget narratives, and reports.
Reviews and approves expenses, leave requests, travel requests, etc. to ensure conformity with established policies and procedures.
Ensure responsible stewardship of federal and state resources.
Supervision
Provide direct supervision to program managers and staff.
Establish performance expectations and conduct evaluations.
Promote employee development through training and professional development opportunities.
Foster a collaborative and customer-focused work environment.
Monitors the activities of personnel to ensure compliance with TCSG policy manual and department procedures.

MINIMUM QUALIFICATIONS
A Bachelor's degree from an accredited college or university *and* Five (5) years of experience in management or the defined departmental area.
PREFERRED QUALIFICATIONS
Master's degree in Public Administration, Business Administration, Human Resources, Agriculture, or a related field.
Experience administering federal workforce grants and understanding reporting requirements.
Experience with Foreign Labor Certification programs, including H-2A and H-2B and the WorkSource GA Portal.
Experience with Migrant and Seasonal Farmworker programs and Agricultural Recruitment System activities.
Knowledge of state and federal regulations with experience interpreting Training and Employment Notices (TENs) and Training and Employment Guidance Letters (TEGLs).
Experience managing compliance and monitoring activities.
Experience working with federal and state workforce partners.
