Career Pathways Program Manager
Full-Time | Vocational Training Center (VTC) | Fargo, ND
$45,000 per year | Exempt (Salaried)
Ready to Lead Careers, Not Just Manage a Program?
At VTC, you will lead a team that helps people build real careers, not just fill program slots. You will guide staff, employers, and community partners toward one goal: a job the person wants, in a place they choose. You will set the pace, protect the standards, and watch people grow into work they are proud of.
What You'll Do
  • Lead VTC's Beyond Services Career Pathways model. Organize services around each person's goals, not fixed program categories.
  • Guide a full continuum of services: discovery, studio-based learning, community participation, internships, paid work, job coaching, retention, and career advancement.
  • Directly supervise, coach, and evaluate the Career Pathways Program Supervisor. Support supervision and development of Career Pathways Coaches.
  • Set clear, measurable goals for employer outreach, job placements, wages, hours, retention, and career advancement.
  • Build and maintain relationships with employers, chambers of commerce, workforce systems, schools, Vocational Rehabilitation, and community partners.
  • Identify employer needs and help develop customized employment, job carving, internships, and apprenticeships.
  • Help manage the Career Pathways budget. Track utilization, revenue, expense, and program margin.
  • Ensure accurate documentation, billing, and compliance with Medicaid, Vocational Rehabilitation, HIPAA, wage-and-hour, and licensing requirements.
  • Lead hiring, training, performance management, and retention for program staff.
  • Attend Person-Centered Service Plan meetings. Prepare reports that center each person's voice, strengths, and chosen goals.
  • Work occasional evenings, weekends, or on-call hours as needed. Respond promptly to any health or safety concern.
What You Bring
Required:
  • Meet one of the following:
    • Preferred: Bachelor's degree in rehabilitation, special education, vocational education, social work, human services, education, organizational leadership, business, or a related field; or
    • Associate degree and three years of progressively responsible experience supporting people with intellectual or developmental disabilities (I/DD), employment services, workforce development, or community-based services; or
    • Five years of progressively responsible experience supporting people with intellectual or developmental disabilities, including leadership, employment, or community-based service experience, with at least two years in a lead, coordinator, or supervisory capacity.
  • Complete DD Module training and become certified by the North Dakota Department of Health and Human Services, Developmental Disabilities Section, within your first 18 months of employment.
  • Current, valid driver's license.
  • Satisfactory results on all required background checks.
Preferred:
  • Progressive leadership experience.
  • Working knowledge of community resources, employers, workforce systems, customized employment, studio-based learning, and financial management.
