Job Summary:

The Senior Project Manager will report to and support the Head of Project Management in leading the execution of utility-scale wind, solar, and battery storage projects. This role is accountable for delivering assigned projects safely, on schedule, within budget, and in alignment with commercial, contractual, financing, and operational commitments. The Senior Project Manager will lead cross-functional project teams from late-stage development through construction, commissioning, COD, and handover, with responsibility for safety leadership, EPC contractor performance, schedule and cost control, risk mitigation, contract administration, change management, claims avoidance, stakeholder alignment, and executive-level reporting. This position requires strong commercial judgment, technical fluency, disciplined governance, and the ability to drive decisions across internal teams, contractors, utilities, investors, consultants, and senior leadership.

The position is based in Downtown Houston with a hybrid work model of 3 days in the office and 2 days from home.  

Main Responsibilities:

  • Provide visible safety leadership across the project lifecycle, reinforcing that successful execution includes protecting people, communities, assets, and the environment.
  • Lead assigned utility-scale wind, solar, and battery storage projects from late-stage development through construction, commissioning, COD, and turnover to Asset Management.
  • Drive cross-functional project execution, ensuring clear accountability for safety, quality, schedule, cost, risk, commercial commitments, stakeholder alignment, and timely issue resolution.
  • Manage EPC contractor performance against contractual obligations, including milestones, deliverables, notices, reporting, recovery plans, change control, quality expectations, and project execution requirements.
  • Own project schedule management, including baseline development, critical path analysis, progress measurement, schedule forecasting, recovery planning, and early identification of threats to COD and major milestones.
  • Coordinate with Finance, project controls, analysts, and internal stakeholders to manage budgets, monthly reforecasts, cost trends, contingency tracking, cash flow inputs, and overall project economics.
  • Prepare executive-level reporting that clearly communicates project status, key risks, decisions required, commercial exposure, mitigation plans, and confidence in COD and budget outcomes.
  • Lead commercial and contractual review of change orders and claims, coordinating with Legal, Procurement, Engineering, HSE, Finance, and project controls to assess entitlement, cost, schedule impact, contractual merit, and negotiation strategy.
  • Administer EPC and related project contracts, including interpretation of contractor obligations, preservation of contractual rights, management of commercial correspondence, and timely response to notices and claims.
  • Maintain an integrated project risk register covering safety, permitting, interconnection, engineering, procurement, construction, schedule, commercial, and financial risks, with clear mitigation owners, due dates, escalation triggers, and quantified impacts where appropriate.
  • Lead disciplined project governance, including decision logs, action registers, change logs, correspondence records, approval records, lessons learned, closeout documentation, and handover materials.
  • Support project financing and investor diligence by coordinating technical, commercial, schedule, cost, and execution inputs and tracking closure of open items with internal teams, investors, and independent engineers.
  • Support EPC procurement activities, including RFP development, bid evaluation, contractor due diligence, technical and commercial clarifications, contract negotiation support, and transition from procurement to execution.
  • Engage electric utilities, interconnection stakeholders, consultants, contractors, and internal technical teams to support energization, synchronization, commissioning, and COD readiness.
  • Support development and validation of CAPEX estimates, contingency assumptions, commercial inputs, schedule assumptions, and execution risks to inform investment decisions and financial approvals.
  • Capture and present project lessons learned so recurring execution, safety, commercial, contract, and governance issues are translated into practical improvements for future projects.

Qualifications:

  • Must be legally authorized to work in the United States for any employer. Repsol does not offer sponsorship.
  • Bachelorโ€™s degree in Engineering, Construction Management, Project Management, or a related technical discipline.
  • 10+ years of progressively responsible project management experience in energy, infrastructure, construction, or a related industry, with demonstrated ownership of safety, cost, schedule, risk, contract administration, and contractor performance.
  • Proven track record managing full-life cycle EPC projects in utility-scale renewable energy, including late-stage development, construction, commissioning, energization, COD, and turnover.
  • Strong knowledge of technical and commercial project execution activities, including scope definition, contractor evaluation and selection, project economics, EPC contracts, constructability reviews, risk management, project controls, and executive reporting.
  • Demonstrated experience managing utility-scale wind, solar, and/or battery storage projects, including major equipment, engineering, pre-construction, construction, commissioning, energization, and handover processes.
  • Demonstrated experience administering EPC contracts, evaluating change orders, managing contractor notices, supporting claims avoidance, and developing defensible commercial positions.
  • Strong commercial acumen with the ability to connect technical, construction, permitting, interconnection, and operational issues to cost, schedule, risk, contractual entitlement, and project economics.
  • Experience managing project controls, including baseline schedules, critical path analysis, progress measurement, cost forecasting, contingency tracking, schedule recovery planning, and executive reporting.
  • Proven ability to lead cross-functional teams and influence stakeholders across Development, Engineering, Procurement, Legal, Finance, HSE, Asset Management, utilities, contractors, investors, consultants, and senior leadership.
  • Ability to prepare clear executive-level recommendations, including decision papers, risk summaries, commercial positions, mitigation plans, and escalation materials.
  • Experience supporting late-stage development activities, including permitting, land, interconnection, execution planning, procurement, and transition into construction.
  • Proficiency with Microsoft Office tools and familiarity with project management, project controls, reporting, and collaboration platforms.
  • Strong analytical problem-solving, structured communication, stakeholder management, commercial judgment, negotiation support, and technology-enabled project execution skills.

Preferred Qualifications:

  • PMP certification or equivalent project management credential.
  • Degree in Electrical, Civil, Structural, Mechanical, or Construction Engineering.
  • Understanding of utility interconnection requirements, including familiarity with FERC rules, ISO/RTO tariffs, interconnection agreements, and utility energization requirements.
  • Experience supporting EPC negotiations, dispute avoidance, commercial correspondence, contractor notices, change management, and claims defense.
  • Experience supporting project financing, lender or investor diligence, independent engineer reviews, and financial close processes.
  • Familiarity with AACE cost estimate classes, schedule maturity standards, project controls best practices, and stage-gate governance.
  • Experience using project management and project controls platforms such as MS Project, Primavera P6, Power BI, Procore, Oracle, SAP, or equivalent tools.
  • Experience mentoring project managers, project engineers, analysts, or cross-functional execution team members.
