Underwriting Manager (Stop Loss)

Carbon Stop Loss Solutions is a leading managing general underwriter (MGU) in the field of employer stop loss and managed care insurance.

Carbon's team of experts are known as the industry leader in delivering best-in-class risk solutions to effectively lower healthcare costs. Carbon's offerings support clients and brokers in a rapidly changing healthcare market with best-in-class service, underwriting, claims support and effective cost containment strategies.

Carbon Stop Loss Solutions makes up Novacore's Healthcare Segment. At Novacore, we're entering an exciting new chapter. Novacore is the newly formed specialty insurance entity created from the April 2025 sale of NSM Insurance Group's U.S. commercial division. We're building something bold and meaningful, and every team member plays a vital role in that mission.

The Manager, Technical Underwriting will lead the technical underwriting function within Carbon's Employer Stop Loss product vertical. This role sits at the intersection of underwriting expertise, operations and technology. This position is responsible for orchestrating technical underwriting workflows, coordinating the day-to-day work of the team, and structuring staff development plans for each technical underwriter.

The ideal candidate combines deep ESL underwriting knowledge with a strong command of the systems that power modern underwriting operations - most notably ESL Office by Connexure - and a demonstrated ability to translate process and technology into consistent, high-quality underwriting outcomes.

**Ideally, this role will sit at the Conshohocken, PA Home Office on a hybrid schedule**

Responsibilities:

Workflow Orchestration & Technology

  • Manage the technical underwriter pool, training, assignments, case loads
  • Coordinate with Underwriting on service standards on data intake and RFP workstreams
  • Own the end-to-end technical underwriting workflows from intake to binding, challenging processes for efficiency and scalability
  • Manage the transition of data into ESL Office and assisting the actuarial team with governance of data quality
  • Partner with the COO on system enhancements, integrations, automation initiatives, and data quality standards affecting the underwriting platform.
  • Serve as the technical underwriting teams liaison with external partners that support the technical underwriting practice

Underwriter Coordination

  • Manage daily case assignment, workload balancing, and capacity planning across the technical underwriting team.
  • Monitor pipeline health, turnaround times, and SLA adherence; escalate bottlenecks and resource constraints to the COO with recommended solutions.
  • Coordinate with sales, actuarial, claims, and policy administration teams to ensure smooth handoffs and consistent communication throughout the quote-to-bind lifecycle.
  • Establish and maintain underwriting quality controls, peer review protocols, and documentation standards.

Technical Underwriter Development

  • Design and deliver structured training and development plans for technical underwriters
  • Build career progression pathways and competency frameworks for the technical underwriting team.
  • Conduct regular performance reviews, provide coaching and feedback, and manage individual development plans.
  • Cultivate a culture of continuous improvement, knowledge sharing, and technical rigor within the team.

Underwriting Operations & Governance

  • Maintain and enforce underwriting guidelines, authority levels, and referral protocols in coordination with senior underwriting leadership.
  • Produce management reporting on production, quality, and operational metrics for the COO and executive team.
  • Support audits, compliance reviews, and carrier/reinsurer due diligence as needed.
Qualifications:
  • 7+ years of employer stop loss or medical excess underwriting experience, with at least 2 years in a lead, supervisory, or management capacity.
  • Hands-on proficiency with stop loss underwriting and policy administration platforms, including workflow configuration and reporting.
  • Demonstrated success managing underwriting workflows, case pipelines, and team workload in a production environment.
  • Experience training, mentoring, and developing underwriting talent.
  • Strong analytical skills, including comfort with Excel-based rating tools, underwriting data, and operational metrics.
  • Excellent written and verbal communication skills, with the ability to work effectively across sales, actuarial, claims, and technology functions.

Preferred

  • Familiarity with ESL Office by Connexure, including workflow configuration, templates, and reporting.
  • Experience with underwriting workflow automation, system implementations, or platform migrations.
  • Familiarity with data and reporting tools (e.g., Power BI, SQL-based reporting) and interest in AI-assisted underwriting tooling.
  • Knowledge of managed care reinsurance and the broader self-funded health plan ecosystem (TPAs, MGUs, brokers, PBMs).
  • Bachelor's degree in a relevant field or equivalent professional experience; industry designations (e.g., HIA, MHP, CEBS) a plus.

Success Measures (First 12 Months):

  • Technical Underwriting workflows with external partners and ESL Office are fully documented, standardized, and adopted across the team.
  • Measurable improvement in quote turnaround time and SLA adherence.
  • Structured underwriter development program in place with defined competency benchmarks.
  • Consistent, reliable management reporting on underwriting production and quality delivered to the COO.
