SPA is seeking a Senior Program Analyst to provide programmatic, technical and acquisition support to the PMS 408 (Navy Expeditionary Missions) Underwater Explosive Ordnance Disposal (UWEOD) program. SPA is seeking candidates with a strong background in program management, including experience supporting defense or federal programs. The candidate will closely support the Program Manager/Assistant Program Manager to run their programs, including interactions with stakeholders; tracking statuses; and budget development, management, and justification. This role requires a strategic thinker who can proactively engage with cross-functional teams and drive continuous improvement to ensure mission readiness and operational success. They should bring strong leadership, organizational, and technical expertise to assist with the management of complex EOD manned and unmanned projects.#KS
Responsibilities
  • Provide critical support to PMS 408 government staff across all aspects of their programs, including generating acquisition plans and strategies; developing cost estimates, budgets, and schedules; and coordinating teams from both government and industry to facilitate the delivery of technical solutions.
  • Develop and propose Courses of Action (COAs) and recommendations.
  • Draft and prepare briefings, staffing plans, and monthly reviews; track actions/meeting minutes and maintain accountability.
  • Collaborate with subject matter experts (SMEs) to gather requirements, align priorities, and support milestone achievement. Build and maintain strong relationships with key stakeholders within the DoW and industry to inform capability development and planning.

Qualifications
Required Qualifications:
  • Bachelor's degree in engineering, national security, management, or a related technical discipline; at least 10 years of relevant experience managing technical programs, including 3+ years supporting US Navy or Joint acquisition programs
  • Knowledgeable in Navy acquisition processes and experienced with the POM, budget planning cycle, and PBIS
  • Strong written and verbal communication skills, including the ability to generate, evaluate, and guide technical reports, briefings, and other stakeholder communications
  • Active Secret clearance and the ability to maintain it throughout employment

Desired Qualifications:
  • NAVSEA experience is highly preferred; prior US Navy active duty experience (particularly 5+ years with Navy EOD operations) is a big plus
  • PMP or DAWIA certification
  • Self-starter who is willing to both take the lead and provide support in a team role in a complex, fast-paced, cross-disciplinary work environment
