Theย Parallel Wirelessย Senior Technical Business Developmentย Manager is a strategic leader responsible for driving growth within the U.S. Federalย Businessโ€”with a focus onย Open RANย 5G/6Gย cellular andย heterogenousย wirelessย communications, networking, sensingย andย RFย technologies, andย relatedย emergingย capabilities and applications. This role requires deep subject-matterย expertise, a strong technical foundation, and proven experience leading theย Federal/DoWย full capture lifecycle. The successful candidate will shape customer requirements, build trusted relationships, and lead cross-functional teams to secure new business opportunitiesย ofย significant impact.ย 
Key Responsibilities:
  • Customer & Market Engagement:
  • Build, strengthen, and sustain relationships with current and prospective customers to enable ongoing and future business opportunities.ย 
  • Engage with Department ofย Warย (DoW)ย and federal program offices to understand operational needs, shape emerging requirements, and position solutions early.ย 
  • Lead and conductย opportunityย analysis, competitive assessments, and customer needs evaluations toย identifyย strategic opportunities.ย 
  • Capture Leadership:
  • Manage all phases of the business development and capture lifecycleโ€”from opportunity identification and tracking through planning, pursuit, proposal development, and contract award.ย 
  • Develop capture strategies, win themes, customer hot-button messaging, and price-to-win approaches.ย 
  • Generate capture plans, schedules, and key milestones to ensure on-time and compliant proposal submissions.ย 
  • Lead internal pursuit reviews, gate reviews, and proposal development activitiesโ€”including technical write-ups, teaming strategy, and bid alignment.ย 
  • Partnerships & Strategic Growth:
  • Identify, evaluate, and pursue strategic partnerships, alliances, and joint ventures that strengthen competitive positioning and enable growth in priority markets.ย 
  • Support marketing communications strategies, customer outreach, demonstrations, experimentation events, and trade shows to advance business developmentย objectives.ย 
  • Cross-Functional Leadership:
  • Lead and coordinate matrixed teamsโ€”including engineering, finance, contracts, program management, and proposal developmentโ€”throughoutย the capture and proposal process.ย 
  • Ensure full compliance with all government proposal requirements, policies, and acquisition regulations.ย 
  • Travel:
  • Travel domesticallyย (up to 30% time)ย to support customer engagement, opportunity shaping, and business development activities, with or without reasonable accommodation.ย 
Required Qualifications:
  • Ability to obtain andย maintainย a U.S. government security clearance (which requires U.S. citizenship under federal law), orย currently hold an active SECRET or TOP SECRET clearance.ย 
  • Bachelorโ€™s or masterโ€™sย degree in electrical engineering or a related technical field, or equivalent relevant technical and professional experience.ย 
  • Minimum of 4-6ย years ofย demonstratedย expertiseย with acquisition processes including BAAs, OTAs, IDIQย and otherย contract vehicles.ย 
  • Strong technicalย and/or operationalย knowledgeย of wireless and networking technologies such asย cellularย Open RAN 5G/6G, tactical communications, mesh networking,ย advancedย sensing,ย and RFย solutions.ย 
  • Lead complex capture efforts and manage multiple high-visibility initiatives with minimal oversight.ย 
  • Excellent oral and written communication skills, with the ability to influenceย customersย and internalย stakeholders and build consensus.ย 
  • Proficiencyย with Microsoft Office (Outlook, Excel, Word, PowerPoint, Access) and Microsoft Project; familiarity with CRM/sales tracking tools preferred.ย
