Position Summary
The WIOA Youth Coordinator provides leadership and coordination for WCI's Workforce Innovation and Opportunity Act (WIOA) Youth Program in Western Wisconsin. This position combines program coordination, community partnership development, and direct participant services to ensure young people have access to education, training, employment, and supportive services that help them successfully transition to careers and self-sufficiency. The Youth Coordinator works closely with staff, schools, employers, workforce system partners, and community organizations to coordinate high-quality youth services throughout the region. The position is responsible for supporting program implementation, monitoring performance and service delivery, ensuring compliance with WIOA requirements, and identifying opportunities to strengthen and expand services for youth.
Position Details
Reports To: Operations Manager
Classification: Full-Time | Non-Exempt
Work Location: Assigned WCI work location or approved work arrangement. Regular travel throughout the region may be required.
Compensation: $49,920–$59,259 annually ($24.00–$28.49/hour), depending on qualifications and experience, in accordance with WCI's Board-approved Pay Plan.

Primary Responsibilities
  • Coordinate the day-to-day delivery of WIOA Youth services throughout Western Wisconsin, ensuring services are participant-centered, effective, and compliant with program requirements.
  • Provide and support participant outreach, eligibility, assessment, case management, employment and education planning, and connection to training, work-based learning, supportive services, and employment opportunities.
  • Build and maintain partnerships with schools, employers, Job Centers, educational institutions, community organizations, and other workforce system partners to strengthen opportunities for youth.
  • Coordinate work-based learning, career exploration, and other employment and training opportunities for program participants.
  • Monitor program documentation, performance, outcomes, and service delivery to support compliance and continuous improvement.
  • Provide guidance and support to staff involved in WIOA Youth services and collaborate with WCI leadership on program implementation and development.
  • Participate in regional workforce initiatives and perform other duties consistent with the position as WCI’s WIOA services and responsibilities continue to evolve.
Qualifications
Education amp; Experience
  • Bachelor's degree in human services, education, business, or a related field preferred. Equivalent combinations of education and experience may be considered.
  • Experience providing case management, employment services, workforce development, or related human services preferred.
Knowledge amp; Skills
  • Excellent communication, organizational, problem-solving, and time management skills.
  • Ability to build positive relationships with participants, employers, community partners, and coworkers.
  • Ability to manage multiple priorities while providing high-quality customer service.
Technology
  • Proficiency with Microsoft 365 and the ability to learn case management and other agency software.
Other Requirements
  • Must obtain Wisconsin Financial and Employment Planner (FEP) certification within the required timeframe and maintain certification throughout employment.
  • Ability to maintain confidentiality, exercise sound judgment, and travel as needed to perform the essential functions of the position.
