Job description

We are seeking a Director, Senior Price to Win Analyst  to lead Sparksoft's competitive pricing and market intelligence function across our Federal portfolio. This is a senior individual contributor role with team leadership responsibilities - you will set the standard for PTW methodology, mentor junior analysts, and serve as a trusted advisor to Capture leadership and senior executives on pricing strategy and bid decisions.

This role carries a distinct and formal accountability for federal acquisition compliance: ensuring every pricing model, cost volume, and competitive analysis Sparksoft produces is consistent with FAR, DFARS, and applicable regulatory requirements - and that the team understands why that discipline matters, not just what it requires.

ROLE & RESPONSIBILITIES: 

  • Conduct research on competitors' capabilities, pricing strategies, cost structures, strengths, weaknesses, and teaming patterns.
  • Leverage Federal market intelligence tools to gather and synthesize competitive insights, estimate competitor price positions, and inform target price recommendations.
  • Perform deep-dive analyses, including reverse-engineering of incumbent cost structures and historical pricing.
  • Stay current on technology, market, and acquisition trends that influence pricing and competition.
  • Support, as needed, the full lifecycle of pricing activities, reviewing solicitation requirements, drafting clarifying questions, performing compliance reviews, and producing the Business Narrative as well as internal and customer-facing pricing models.
  • Track and communicate FAR / DFARS compliance across the full pursuit
  • Deliver executive-level PTW briefings to guide bid/no-bid, solutioning, and price decisions.
  • Drive and participate in RFP / RFI compliance review related to FAR / DFARS pricing obligations and clause driven requirements
  • Serve as the final pre-submission compliance reviewer on all price volume verifying FAR adherence, cost classifications, fee limits and TINA certification requirements
  • Collaborate closely with Capture and Delivery teams throughout the full proposal lifecycle to ensure alignment.
  • Provide leadership and mentorship to analysts.

REQUIRED EXPERIENCE: 

  • 5 - 10 years of experience in PTW, competitive intelligence, pricing, proposal development, or related Federal contracting roles.
  • Proficiency using Federal market intelligence tools.
  • Expertise in developing pricing strategies and PTW analyses for large Federal opportunities.
  • Experience creating flexible pricing models that support real-time scenario analysis.
  • Exceptional leadership, communication, and analytical skills.
  • Familiarity with cost-plus, T&M, and FFP pricing strategies.
  • Strong analytical and problem-solving skills.
  • Strong writing, presentation, and data visualization skills.
  • Ability to collaborate effectively in deadline-driven environments.

PREFERRED EXPERIENCE: 

  • Advanced Excel skills (e.g., pivot tables, XLOOKUP, SUMIFS, scenario modeling).
  • NCMA certified professional contracts manager (CPCM) preferred, APMP certification or CPPB / CPPO (Public procurement certifications) or equivalent preferred
  • Demonstrated hands-on expereince leveraging AI tools and technologies to support competitive pricing analysis, cost modeling, or business development. 

EDUCATION & CERTIFICATIONS:

  • Bachelor's degree in Finance, Accounting, Business or equivalent work experience
