Job description

NOVA Engineering & Environmental is seeking a Civil Plans Reviewer (Engineer) to work on site development, drainage, and stormwater projects throughout the Naples, FL metropolitan statistical area (MSA). This position is responsible for reviewing civil site development and drainage/stormwater plans to ensure compliance with applicable County, State, and Federal regulations.
This role will primarily support development projects throughout the Naples, FL metro area and involves coordination with engineers, developers, and County staff. An E.I. (Engineer Intern) certification is preferred, but a P.E. is not required.
Key Responsibilities:
  • Review site development plans, grading plans, and drainage/stormwater management systems for compliance with municipal codes and standards
  • Interpret and apply Land Development Code (LDC), engineering standards, and applicable regulations
  • Evaluate hydrology/hydraulic reports, stormwater calculations, and drainage design for adequacy and compliance
  • Provide detailed written review comments, markups, and recommendations to applicants and internal stakeholders
  • Review plans related to roadways, utilities, and site infrastructure, including water, sewer, and drainage systems
  • Identify design deficiencies and recommend corrective actions or alternative solutions
  • Coordinate with municipal departments, consulting engineers, and developers during the review process
  • Participate in pre-application meetings and provide technical guidance to applicants when needed
  • Perform occasional site visits or field inspections to verify compliance with approved plans
  • Maintain accurate documentation of plan reviews, approvals, and project status

Qualifications
  • Bachelor's degree in Civil Engineering or a related field
  • E.I. (Engineer Intern) certification preferred (or ability to obtain)
  • 1-5+ years of experience in site development, plan review, drainage/stormwater design, or land development
  • Familiarity with: Stormwater design and drainage systems, Site grading and earthwork, Hydrology/hydraulics principles, Land Development Codes (LDC) and municipal permitting processes
  • Experience reviewing or preparing civil/site plans is strongly preferred
  • Proficiency with AutoCAD, Bluebeam, or similar plan review tools is a plus
  • Strong written and verbal communication skills

Preferred Experience:
  • Experience working with Florida municipalities (especially southwest FL jurisdictions)
  • Exposure to stormwater permitting and surface water management standards
  • Familiarity with plat review, subdivision development, and permitting workflows
