Knowledge & Education Equivalent to a bachelor's degree from an accredited college or university with major coursework in civil engineering or a related field. Knowledge of civil engineering principles, techniques, policies, and procedures. Knowledge of recent and on-going developments, current literature, and sources of information related to the engineering, development, and construction fields.

Skills & Abilities Ability to perform a diverse range of journey-level engineering tasks in the design and construction management, of City Capital Improvement Plan projects. Ability to prepare, analyze, understand, and interpret engineering studies; engineering plans and specifications, and various regulatory documents and guidelines and determine conformance with applicable laws and standards; research, analyze, and summarize data; perform accurate engineering calculations and cost estimates. Ability to Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.

Ability to investigate field conditions for project feasibility and/or issues which arise during the construction process. Ability to effectively represent the department and the City in meetings with governmental agencies, community groups, and various business, professional, and regulatory organizations and individuals. Ability to use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines; Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.

Experience Three (3) years of increasingly responsible civil engineering experience. Expertise in project management within local government, particularly in parks and facilities development with strong skills in budgeting and procurement is desirable. Conflict resolution and negotiation skills are highly valued.
