Job description

Basic Function Under the supervision of the Information Technology Director, Manager, or their designee, maintain the City's surveillance, wireless and fiber infrastructure, and the underlying supporting network. This position is responsible for procuring, implementing, documenting, and maintaining the systems to ensure secure, reliable operations throughout the City departments. The IT specialist will collaborate closely with the IT Systems and Network Analyst, as well with City staff, vendors and consultants; provide technical support and training; and contribute to evaluating future technologies.

The position is full-time, on-site and occasionally will require evenings or weekends. The ideal candidate is a proactive self-starter who thrives working independently under broad direction. They maintain strong organization across concurrent tasks, communicate with clarity and precision, and consistently follow through without the need for close supervision.

This role also requires the ability to collaborate effectively with a variety of City departments, building productive working relationships and ensuring information is shared accurately and efficiently. Additionally, the candidate must be comfortable dividing their time between indoor and outdoor environments-often in varying weather conditions and heights-to install, troubleshoot, and maintain City equipment. Essential Duties and Responsibilities Design, purchase, install, maintain and monitor the City's surveillance, wireless, fiber and network infrastructure aligned with industry best practices and the City's requirements.

Evaluate and deploy new technologies to enhance system performance, security and scalability. Install new software/firmware releases, system upgrades, evaluate and install patches and resolve software and hardware related problems. Maintain a strong working relationship with vendors for project implementation, support contracts, renewals, and purchasing.

Provide technical training and documentation to City staff on surveillance, wireless, fiber and network systems. Assist the IT Systems/Network Analyst in the configuration of the City's network infrastructure to ensure timely delivery of information and that data is accessed only by the intended audience. Assist with backup/disaster recovery procedures and practices where applicable.

Maintain support contract agreements and license renewals. Maintain accurate records of network and system configurations, procedures, and support documentation. Respond to ServiceDesk requests via phone, email, or ticketing system; ensuring timely resolution and user satisfaction while meeting service level agreement (SLA).

Stay current with emerging technologies, industry trends, and best practices in IT, surveillance, wireless, fiber and networking technologies. Maintain current understanding of department functions and programs. Participate in scheduled monthly weekend server maintenance.

Tag, track and maintain assets using an asset management system. Maintain regular, reliable and punctual attendance to support operational continuity. Perform related duties as assigned.

Education and Experience Any combination of education and experience equivalent to Associates degree Computer Science, Information Technology, Business Computer Programming, Software Engineering or related field; and a minimum of two (2) years of increasingly responsible experience with customer support, network systems management, and general information technology services. Experience in working within a municipality or governmental type agency preferred. Successful completion of the ITIL Foundation certification within one (1) year from date of hire or demonstrate proof of completion upon hire.

Prior to employment candidate must successfully pass a thorough employment reference and background investigation and FBI record check conducted by the City of Federal Way Police Department. Knowledge and Abilities KNOWLEDGE OF: Avigilon surveillance cameras, video management software, servers and related infrastructure. Network architecture: OSI model, TCP/IP, DNS, DHCP, VLANs, VPNs, ACLs, and Radius.

Modern wireless technologies including: 802.11x & WPA2/3-AES standards for deployment and optimization. Fiber Optic infrastructure, including both Outside Plant (OSP) and Inside Plant (ISP) systems. Layer 2/3 switch and router configurations using Cisco, HP, and Ubiquiti

Principles and best practices for network design and security management. Enterprise network (802.11x) management and security optimization. Configuration, management and troubleshooting of VoIP systems

Cybersecurity principles, threat mitigation strategies, and tools such as firewalls, IDS/IPS and end point protection. Microsoft 365, and enterprise server environment including Active Directory and Azure AD. Endpoint management, virtualization, and cloud integrated infrastructure.

Capabilities and operations of computers and peripheral equipment including, but not limited to, PCs, laptops, printers, software, and desktop/server operating systems. Current literature, trends, developments, and technical aspects in networking, server and security development. Industry standard documentation and record-keeping techniques.

Interpersonal skills using patience, tact, and courtesy. ITIL (Information Technology Infrastructure Library) curriculum. Excellent customer service and communication skills.

ABILITY TO: Deploy, maintain, and troubleshoot IP-based video surveillance systems. Design, deploy, and troubleshoot enterprise wireless and wired networks. Physically install devices in diverse environments using the appropriate tools and creative problem-solving for custom installations.

Evaluate user needs, system requirements, to determine cost-effective options. Provide technical expertise and assistance to IT and other departments. Quickly learn and master software applications to gain a solid understanding of the product before deployment.

Implement complex networks and systems; maintain existing software programs and computer systems. Troubleshoot hardware and software with limited resources. Train staff on various networks, wireless, and security systems.

Develop and maintain clear and concise documentation with consistent organization and attention to detail. Assist in planning for future growth and expenditures for City systems. Analyze situations quickly, accurately and plan an effective course of action without requiring step-by-step guidance.

Communicate effectively both verbally and in writing. Follow established procedures and policies. Work independently and within a team environment.

Complete work with many interruptions. Establish and maintain cooperative and effective working relationships with others. Maintain professional workspace conduct, including being respectful of shared spaces and mindful of personal habits that may impact others.

Get certified after hiring to operate the City's bucket truck. Work outside in all weather conditions and be able to withstand heights of 25'-50' or more. Work flexible hours including evenings and weekends.

Maintain accountability for assigned tasks and follow through without the need for close supervision. Physical ability to perform essential responsibilities and duties of the job. Demonstrate reliability in meeting commitments, responding to issues promptly, and managing time effectively.

Adapt quickly to unexpected technical issues or field conditions while maintaining safety and professionalism. Environmental Conditions/Physical Effort: Work is performed primarily in an office environment with frequent interruptions. Must be able to work outside in all weather conditions and be able to withstand height of 25'-50' or more.

Be able to pass certification and operate City's bucket truck. Employee may be exposed to noise from basic office equipment, server room, tool/machinery, and vehicle operation. Employee may be required to bend, stoop, kneel or crouch and be exposed to telephone and data wiring while hooking up and disconnecting equipment.

Often must climb and work from ladders and hydraulic lifts such as boom lifts and bucket trucks. Perform sedentary to medium work exerting 10 to 50 pounds of force occasionally, and/or up to 10 pounds of force constantly to move objects.
