Department Information This position is only open to current Residents of Colorado. This position is ONLY open to internal candidates currently employed within the Colorado Department of Education. Incumbent will be required to complete work for CDE within Colorado.

The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. As a central coordinator, you'll help ensure Colorado's education data is accurately collected, validated, managed, and reported while partnering across CDE to align technical systems with business needs and federal reporting requirements.

This is an exciting opportunity for a collaborative problem-solver who enjoys working across programs, translating business needs into technical solutions, and driving data-informed decision-making that supports schools, students, and educators across Colorado. The final salary is anticipated to fall within the posted salary range, however, could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity. Major Duties and Responsibilities: EdFacts Coordinator: Act as the official SEA liaison to the U.S

Department of Education EDFacts team and Partner Support Center (PSC). Manage all EDFacts data collections and submissions through the EDEN system. Act as subject matter expert in federal EdFacts reporting requirements, partnering with CDE staff to ensure collected data meets federal reporting requirements.

Analyze EDFacts file specifications to communicate requirement changes with CDE business units and Data Warehouse (DWH) team. Monitor and lead compliance efforts with federal reporting requirements and timelines. Utilize advanced SQL and excel skills to validate data for completeness, accuracy, and alignment with federal definitions.

Perform data quality checks and resolve data issues with program areas and federal partners. Align business rules between DWH, Data Collection Leads, and reporting outputs. Coordinate with technical developers (Informatica, SQL, ETL) to build, modify, and maintain data reporting processes.

Translate technical requirements into business language and vice versa. Submit, track, and monitor EDFacts files and resolve submission errors prior to EdFacts data reporting deadlines Communicate regularly with leadership on the EdFacts reporting status. Promote data governance, data standards (CEDS), and best practices in data usage.

Support analysis, interpretation, and presentation of education data. Lead coordination across multiple program areas (e.g., Federal Programs, SPED, Assessment). Act as a Business Analyst (BA) for EDFacts collections

Design and implement development of automated collection processes and error reporting. Collaborate on public reporting and federal accountability reporting (ESSA). CRDC Liaison: Manage the biennial Civil Rights Data Collection mandated by the federal government.

Serve as liaison between the U.S. Department of Education and Local Education Agencies (LEAs). Coordinate communication, timelines, and requirements with federal and local stakeholders

Gather requirements and define file specifications for CRDC reporting. Validate pre-populated CRDC data with business offices and LEAs. Design and support systems for file development and submission.

Assist LEAs in meeting their reporting obligations. Monitor data quality and resolve submission issues. Provide status updates to CDE leadership.

Support system development and improvements specific to CRDC reporting processes. Lead CRDC data collection for pre-populated data elements. Coordinate with CDE collection leads to create or update parameters and use cases of existing data sources.

Collect CRDC specific data from Colorado's local education agencies (school districts, BOCES, and AUs). Provide technical assistance to ensure the data is collected timely and accurately supporting School districts, Boards of Cooperative Education Services (BOCES), Administrative Units (AU) and other CDE offices or units as needed. Monitor, track, troubleshoot, and resolve reporting issues made by local education agencies during the collection window, including the severity and time spent.

Determine requirements and implement technical reports for the collection cycle. Collaborate with CDE program units and CDE application developers to test data pipeline and ensure functionality and performance meet requirements. Reporting and Analytics: Support federal and state reporting (e.g., ESSA, public reporting, accountability systems)

Support public-facing reporting requirements and annual data publication. Develop, manage, and support enterprise reporting solutions (e.g., Cognos, Data Lab, dashboards). Design and maintain business views in the DWH for multiple program areas

Translate business requirements into reporting logic, metrics, and outputs. Develop analytical insights and improve data presentation quality and usability. Implement suppression and masking rules to ensure data privacy and compliance.

Support BI report development, testing, and deployment. Provide data analysis, interpretation, and statistical support to program areas. Promote effective use of data for decision-making across the organization.

Other Responsibilities: Support implementation of the Data Governance Program. Implementation activities may include participation in data governance committee meetings, serving as the subject matter expert for EdFacts and CRDC reporting expectations. Support data governance practices and coordination across program areas.

Contribute to data standardization and enterprise data alignment. Update data dictionary and metadata tools in collaboration with data governance team. Produce project reports and manage stakeholder communication.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: This position requires three (3) years of experience only, OR A combination of education and experience totaling three (3) years. Experience Only: Three (3) years of relevant experience in an occupation related to the position, such as business analytics/data analytics. OR Education and Experience: A combination of related education, formalized apprenticeship program, certification, and/or relevant experience in an occupation related to the work (business analytics/data analytics) assigned equal to three (3) years.
