Position Overview 

Are you passionate about optimizing programs to drive success and impact?

As a Public Health Evaluation Analyst, you will play a pivotal role in shaping our success! You will perform moderately complex program analysis and coordination tasks with reduced supervision, including data analysis, documentation, and quality support. You will track schedules, contribute to compliance activities, and review others' work for accuracy. As a strong communicator, you will ensure findings are relayed to internal stakeholders and support client engagement. This role works under a manager's direction with regular review of deliverables and performance.

While not an exhaustive list, the key duties for the position include:

    • Technical Execution: Completes increasingly complex technical and administrative tasks with less supervision and begins reviewing the work of others for quality and completeness. 
    • Communication: Shares information through structured emails, meeting summaries, and internal updates, confirming understanding and contributing to open, two-way communication. 
    • Schedule and Timelines: Tracks progress on assigned tasks and communicates potential scheduling issues to ensure timely completion. 
    • Quality Management: Contributes to the development of quality processes and systems, and proactively identifies and escalates quality issues as needed. 
    • Data Analysis: Conducts routine programmatic data analysis using spreadsheets or standard software, identifies simple patterns or discrepancies, and communicates findings clearly to team members. 
    • Financial Management: Completes assigned tasks within budgeted hours and seeks guidance when anticipated effort may exceed budgeted limits. 
    • Regulatory and Contractual Compliance: Learns about regulatory and contractual issues, contributes to policy development, and may oversee compliance in specific areas under supervision. 
    • Documentation: Prepares and updates internal documentation such as meeting notes, data logs, or process checklists, ensuring clarity and consistency with project standards. 
    • Problem Solving & Continuous Improvement: Executes assigned tasks efficiently while identifying potential issues early and offering constructive suggestions to improve task execution and team coordination. 
    • Business Relations: Supports client engagement by contributing to meetings, maintaining professionalism, and identifying opportunities for improved communication or service delivery. 
    • Supervision: Works under manager's direct supervision with specific instructions and reviews for completeness and accuracy. 
    • Performs other job-related duties as assigned. 

Requirements

Minimum Qualifications  
  • Bachelor's degree in relevant field. 
  • 2+ years' relevant experience, additional education substitutes for experience
Basic Requirements  
  • Experience conducting a systematic assessment of a program or project's inputs, activities, and outputs to determine its value or worth and to improve the program.
  • Experience developing an evaluation plan, identifying evaluation questions and indicators, collecting, and analyzing quantitative and qualitative program data, interpreting the data in the context of the program, and reporting findings.
  • Experience developing a program logic model, identifying appropriate program outcomes, facilitating internal and external partner meetings, and providing assistance or training on evaluation, methods, concepts, and tools.
  • Knowledge of the rules, procedures, and principles that govern intramural and extramural program development, monitoring, and evaluation.
  • Strong attention to detail and demonstrated ability to execute instructions.
  • Basic knowledge of Microsoft Office productivity software and collaboration tools such as Microsoft Teams and SharePoint. 
  • Previous experience working with the government procedures and guidelines.

Skills That Set You Apart 

  • Proven ability to use and manage CDC Administrative Systems (HUMAN SUBJECTS, OMB, AND IRB, and E-Clearance) - or similar systems - efficiently and effectively.
  • Foundational knowledge of research and analysis methods in areas such as literature reviews, policy analysis, qualitative research techniques and data synthesis. 
  • Basic knowledge of AI tools, including their limitations and risks, and how they can be applied to support analytical tasks.
