Job Summary:

The Arizona Department of Administration (ADOA), Division of Business and Finance, is seeking a dedicated and detail-oriented Accounting Specialist II to join its financial team. In this role, you will be responsible for the accurate and timely processing of agency payroll transactions while establishing department policies and procedures to ensure seamless payroll operations. Core duties include performing bi-weekly payroll audits to guarantee correct employee compensation and appropriate funding source allocation, collaborating with external auditors during the annual audit, and generating specialized payroll reports upon request for Assistant Directors and Program Managers. Additionally, the Accounting Specialist II manages the end-to-end processing of travel claims across departments, serving as a key contributor to the agency's fiscal integrity and administrative compliance.

Job Duties:
  • Payroll Processing & System Management: Execute end-to-end payroll processing using AZ360, ensuring all departmental time records are submitted accurately prior to designated system cutoffs.
  • Funding Allocation & Error Resolution: Evaluate, analyze, and prepare manual journal entries following payroll compute to correct system errors and guarantee proper cost allocation across appropriate funding sources.
  • Payroll Auditing & Accuracy: Conduct routine bi-weekly audits of payroll records to ensure employees are accurately compensated without overpayments or underpayments.
  • Travel Claim Administration & Subject Matter Expertise: Serve as the department's Subject Matter Expert (SME) on travel, overseeing the processing of employee travel reimbursement claims and ensuring strict adherence to state and agency travel policies.
  • Audit, Compliance & Legal Support: Interface with internal and external auditors as well as legal counsel, gathering and producing required documentation to facilitate annual audits, ensure court order compliance, and support legal proceedings.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Knowledge of payroll systems Advantage CGI/ AZ360.
  • Knowledge of department policies and procedures related to payroll.
  • Knowledge of Federal and State laws related to payroll.
  • Knowledge of ADOA Travel policy, State of Arizona Accounting Manual (SAAM) related to travel and procedures.

Skills in:

  • Interpersonal skills.

  • Organizational skills.

Ability to:

  • Public speaking ability.
  • Manage time and prioritize workload.
Pre-Employment Requirements:
  • High School Diploma or GED
