Department OverviewBlue Eye is a high-growth leader in the remote video monitoring industry. We are
seeking a Licensing & Regulatory Compliance Manager to lead our national expansion and ensure zero gaps in our regulatory coverage.Job Description

As the architect of our compliance framework, you will oversee the entire lifecycle of state licensing, UL facility certification, and local municipal permits. While you will personally manage the compliance of our primary jurisdictions, your broader mandate is to ensure Blue Eye maintains a network of qualified, W2-employed agents in every required state and that all facility certifications remain in elite standing.


KEY RESPONSIBILITIES:

National Compliance & Agent Management
* Strategic Roadmap: Develop and maintain a 50-state compliance matrix, identifying where Blue Eye requires corporate licenses and where a "Qualified Agent" (QA) is mandated.
* Agent Sourcing & Oversight: Identify, vet, and coordinate internal W2 employees to serve as Qualified Agents. Ensure these individuals meet specific experience requirements and successfully pass state-mandated exams.
* Gap Analysis: Conduct regular audits to ensure no state licenses or agent registrations lapse. Proactively "fill the gaps" before they become operational or legal risks.
* Qualified Agent Participation: Act as the primary QA for specific critical jurisdictions and sit for those exams personally as required.


UL Certification & Facility Compliance
* UL Department Partnership: Work hand-in-hand with our UL Department to ensure our monitoring centers meet and exceed UL 827 (Central-Station Alarm Services)
* Audit Readiness: Lead facility audits and ensure all documentation-including operator training logs, background checks, and signal-handling protocols-is prepared for UL inspectors.
* Standards Alignment: Translate technical UL requirements into actionable Standard Operating Procedures (SOPs) for the operations team.


Jurisdictional & Municipal Maintenance
* Clark County, NV Oversight: Directly manage the compliance of our regulated business license in Clark County, including all renewals, work card processing, and adherence to local security statutes.
* Local Permitting: Manage local alarm monitoring permits and "verified response" ordinances in the various municipalities where Blue Eye's clients are located.
* Legislative Monitoring: Track changes in state "Remote Video Monitoring" laws to ensure Blue Eye remains ahead of new regulatory requirements.

Specific Knowledge & Skills:
* Industry Experience: 5+ years of senior-level compliance or regulatory experience within the security, alarm, or central station monitoring industry.
* Proven Management: Experience managing a network of licensed professionals or "Qualified Agents" across multiple states.
* UL Technical Knowledge: Practical knowledge of UL 827 standards and the audit process for monitoring facilities.
* Testing Aptitude: Ability and willingness to study for and pass state-level security board exams (Private Patrol/Alarm) as a representative of the company.
* Detail Obsession: Exceptional organizational skills with a focus on tracking complex renewal calendars and continuing education (CEU) requirements.

Target Base Salary Range: $140,000 - $150,000 USD
