Job description

I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.
System admin. Duties may include server administration tasks, domain/DNS tasks, Administrating user/domain security, and ITIL - ticketing. The system analyst will provide support for critical TIERS systems, 24x7 on-call rotation is required. Some weekend work is required. Support may require on-premises work at times.
II. CANDIDATE SKILLS AND QUALIFICATIONS

8RequiredExtensive knowledge and experience using LDAP/Windows Active Directory, Microsoft SQL Server, and Hypervisor Experience with Hyper-V and VMware.
8RequiredKnowledge and experience of administering Windows Systems (Group Policy, Kerberos, NTLM, TCP/IP, WINS, DNS, DHCP, PXE), Linux, Network Administration, IT Governance, and Security/Privacy policies and tools. In-depth knowledge of Active Directory, LDAP, DN
8RequiredAdditional / Preferred experience supporting the following: Ansible, SFTP/FTPS, Kubernetes and open-source software. Ability to direct and organize work activities.
8RequiredStrong ability to identify problems/issues, analyze and evaluate alternatives and recommend/implement effective solutions.
8RequiredExperience supporting Windows and Linux systems with cloud service providers (AWS, Azure, etc).
8RequiredExperience providing server and application support on a 24X7 on-call basis and on a rotating schedule basis. Perform other tasks and duties as assigned.
8RequiredExperience with server hardware equipment replacement/upgrades.
8RequiredExperience ITIL - ticketing using Remedy and ServiceNow.
6PreferredAbility to prepare concise written reports appropriate to the audience. Ability to communicate effectively verbally and in writing.
6PreferredAbility to plan and coordinates server maintenance activities with Data Center Contractor and CSPs services, including security patching and other activities related to the TIERS Security Program. May assist in Data Center Maintenance Coordination.
6PreferredExperience supporting Microsoft SQL Server Enterprise. Experience installing and implementing SQL Server clustered environment.
6PreferredExperience managing Web Application Firewall system (Imperva and/or AWS WAF).
