NETWORK ENGINEER

JOB DESCRIPTION

JOB SUMMARY

The Network Engineer is responsible for designing, deploying, managing, and maintaining network systems that support ITS infrastructureโ€”this includes traffic control systems, communications (fiber, wireless, etc.), CCTV, sensors, data backhaul, field device connectivity, and monitoring. The Network Engineer ensures high availability, reliability, security, and performance of networked systems, while working closely with field teams, civil/electrical engineers, vendor partners, DOTs, municipalities, utility providers, and/or telecom carriers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Design, engineer, and implement network topologies and connectivity for ITS applications: fiber optic networks, wireless links, Ethernet, MPLS, VPN, etc.
  • Conduct network capacity planning, performance analysis, and scalability assessments to support ITS growth.
  • Define network hardware (routers, switches, wireless access points, antennas, edge devices), firmware/software requirements, and configure network devices.
  • Ensure reliable, redundant, and resilient network pathways (dual feeds, backup links, failover configurations).
  • Implement and maintain network security: firewalls, intrusion detection/prevention (IDS/IPS), encryption, authentication, access control, network segmentation.
  • Monitor networks for latency, throughput, packet loss, jitter; detect and respond to bottlenecks or faults.
  • Troubleshoot issues in field devices, communication links, backhaul networks; coordinate with field technicians and others to resolve outages or performance issues.
  • Collaborate with systems engineers, civil/electrical engineers for field visibility (fiber routes, wireless line of sight, conduit paths, grounding, power, etc.).
  • Maintain network documentation: network diagrams, configurations, change logs, test reports, service level agreements (SLAs).
  • Support deployment of new ITS devices and systems (CCTV, sensors, detection, signal controllers, dynamic message signs), ensuring network connectivity.
  • Participate in commissioning, testing, and validation of communication infrastructure.
  • Plan and implement disaster recovery / business continuity for network systems.
  • Coordinate with vendors, carriers, municipalities, DOTs, utility providers.
  • Keep up to date with standards and regulations relevant to ITS communications (e.g., NTCIP, IEEE, FCC wireless regulations, state/local codes).

WORKING CONDITIONS

  • Work is split between office and field. In the office, tasks include design, coordination, documentation, meetings, modeling, drawing, review, and analysis.
  • Field work may include construction sites adjacent to roadways, highways, intersections, tunnels, and elevated structures.
  • Temporary exposure to high traffic, heavy equipment, construction vehicles, utility trenches, confined spaces, variable terrain, and weather extremes (heat, cold, rain, wind).
  • Use of site trailers, job-site field offices, and remote locations.
  • Work may require extended hours, weekends, or occasional overnight travel to remote sites.
  • May require climbing ladders, poles, climbing into manholes, vaults, underground trenches, overhead work, and working around energized circuits (following lock-out/tag-out procedures).
  • Coordination with traffic control, utility shutdown windows, lane closures, and night work may be required for minimal traffic interruption.

PHYSICAL DEMANDS

The physical demands described here are representative but not exhaustive; actual demands may vary by project and site:

  • Ability to walk across uneven, rough, or rocky surfaces, construction debris, mud, or vegetation.
  • Standing or walking for long periods (several hours) on-site inspections.
  • Climbing ladders, stairs, poles, scaffolding.
  • Bending, stooping, kneeling, crouching to inspect or work near ground level or underground equipment.
  • Lifting, carrying, pushing, pulling equipment, tools, conduit, cable reels or crates (up to 50 lbs, occasionally heavier with assistance).
  • Manual dexterity to handle small tools, wiring, cabling, connectors, small components.
  • Working in confined spaces (vaults, junction boxes, manholes) with limited headroom.
  • Working near energized electrical equipment (with safety protocols & Required PPE).
  • Exposure to outdoor elements: heat, cold, sun, rain, wind, humidity.
  • Potential for travel (driving to remote sites) and occasional overnight stays.

Desired / Preferred Certifications & Training

  • OSHA 30-Hour Construction Safety Certification (or equivalent safety training, especially if working in or around roadways or construction sites).
  • CCNA / CCNP (Cisco), SEC, or equivalent vendor certifications.
  • Certified Information Systems Security Professional (CISSP) or similar security cert.
  • Wireless communication certifications (e.g. for microwave links, RF, FCC licensing knowledge).
  • Vendor-specific certifications: e.g. from manufacturers of ITS radios, wireless gear, transceivers, cellular, etc.
  • Project Management or PMP (if the role involves overseeing deployments).
  • First Aid / CPR / AED (useful for field work).
  • Continuing education in ITS communication standards (e.g. NTCIP, IEEE, DOT, etc.).

PREFERRED SKILLS AND EXPERIENCE

  • Degree in Telecommunications, or related field.
  • Strong experience (often 5+ years) with network design, configuration, and operations, especially in field / industrial / communications infrastructure settings.
  • Experience with ITS-related networking: field device connectivity, remote sites, perhaps wireless (microwave, cellular, point-to-point), fiber, sometimes LTE / 5G / etc.
  • Knowledge of network protocols and standards: TCP/IP, DNS, DHCP, SNMP, OSPF, BGP, VLANs, QoS, MPLS, etc.
  • Familiarity with redundancy, resiliency, latency, jitter, high-availability networks.
  • Experience with network hardware & vendors: routers, switches, firewalls, wireless equipment, fiber transceivers, etc.
