QUALIFICATION AND CONDITIONS FOR EMPLOYMENT
CERTIFICATION / LICENSE / TRAINING
School bus drivers must possess a valid Commercial Driver's License (CDL) with a passenger endorsement and a Standard Certificate from the Indiana State School Bus Committee in order to transport school children on a school bus. The process for obtaining this licensure is described below.
Pass the written DOT/CDL general knowledge test, passenger transport test, air brake test, and school bus endorsement (S) test at the Bureau of Motor Vehicles. Manuals to prepare for this examination are available at the Bureau of Motor Vehicles and on the BMV website.
Pass a DOT/CDL physical examination from a medical examiner who has successfully obtained their certification by the FMCSA. The certified medical examiner must complete the DOT/CDL physical form and physical fitness certificate. Physical and physical fitness certificate forms are available in the Transportation office. Every two (2) years (unless the driver has a medical condition that does not prohibit driving but does require more frequent monitoring), drivers with a CDL license are required to undergo a physical examination from a licensed physician and submit the completed DOT/CDL physical form to the Indiana Bureau of Motor Vehicles. Drivers are expected to maintain personal fitness, including emotional stability and physical capacity while employed as school bus drivers.
Pass a drug and alcohol screen as specified on the DOT/CDL physical form. Any person who holds a CDL and operates a school bus, is subject to school corporation policies regarding drug and alcohol use, and to pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up drug and alcohol testing. All testing shall be done in accordance with USDOT-approved procedures. Employees selected for random testing will be notified by the Transportation Office and advised where to report for testing. Failure to report for, pass, or submit to such testing is grounds for immediate dismissal. Information derived through driver drug testing is confidential medical information and will not be made part of the employee's personnel file or disclosed to any other party without the driver's written consent, unless required by law. Drivers may obtain copies of their tests for alcohol or controlled substances by submitting a written request to the Director of Operations.
Successfully complete the three day pre-service school bus driver safety education training, presented by Division of School/Traffic Safety and Emergency Planning.
Observe a properly licensed school bus driver for eight (8) hours and drive a school bus under the supervision of a properly licensed school bus driver for (4) hours. The Director of Operations will assign a school bus driver for the trainee to observe and drive with to meet this requirement.
Pass the DOT/CDL skills test at a certified CDL testing site. With the permission of the Director of Operations, a trainee may use a school corporation school bus as long as a driver, currently employed by the Northwestern School Corporation, accompanies the trainee to the test site.
STATE OF INDIANA DRIVER REQUIRMENTS
(IC 20-27-8-1, 575 IAC 1-8-1 through 575 IAC 1-8-6)
In order to drive a school bus for the transportation of students an individual much satisfy the following requirements:
  1. Is of good moral character.
  2. Does not use intoxicating liquor during school hours.
  3. Does not use intoxicating liquor to excess at any time.
  4. Is not addicted to any narcotic drug.
  5. Is at least 21 years of age.
  6. Holds a valid public passenger chauffeur's license or commercial driver's license issued by the State of Indiana.

In order to drive a school bus an individual must possess the following physical requirements:
  1. Sufficient physical ability to be a school bus driver.
  2. Full normal use of both hands, both arms, both feet, both legs, both eyes, and both ears.
  3. Freedom from any communicable disease that may be transmitted through airborne or droplet means and/or requires isolation of infected person under 410 IAC 1-2.3.
  4. Be free of any mental, nervous, organic or functional diseases which might impair the person's ability to properly operate a school bus.
  5. Visual acuity, with or without glasses, of at least 20/40 in each eye and a field of vision with 150-degree minimum and with depth perception of at least 80%.

Physical Performance Standards and Measurements apply to drivers who receive a State School Bus Committee Standard Certificate after July 1, 2001 and must be renewed every 2 years:
  1. Ability to climb and descent the bus service steps in a forward facing position.
  2. Ability to exit the bus via the rearmost emergency door from a seat belted position in the driver's seat.
  3. Quick reaction time between accelerator and service brake.
  4. Ability to open and close the bus service door.
  5. Ability to operate (1) hand control on each side of the steering wheel while the bus is in a safe forward motion.

All Northwestern School Corporation employees must obtain an expanded criminal history report.
