MINIMUM REQUIREMENTS:
A high school diploma or its equivalent and four (4) years of experience as an Environmental Specialist I or higher with the State of Florida; or

A bachelor's degree (4 years) from an accredited college or university with a major in one of the physical or natural sciences, agriculture, or engineering and five (5) years of professional experience in environmental protection, regulation or health; one of the physical or natural sciences, agriculture, or engineering; or
A master's degree (6 years) from an accredited college or university in one of the physical or natural sciences, agriculture, or engineering and four (4) years of professional experience as described above; or
A doctorate (8 years) from an accredited college or university in one of the physical or natural sciences, agriculture or engineering and two (2) years of professional experience as described above.
Requires possession of a valid Class E driver license.

ADDITIONAL REQUIREMENTS:
Employees appointed to positions involved in food establishment inspections under authority of Chapter 500, Florida Statutes, must pass and maintain the training and certification required by Rule 5K-4.021, Florida Administrative Code, within 12 months of appointment.
This position has regulatory responsibilities and is subject to the provisions of s.112.313, F.S., and Section 60L - 36.003, Florida Administrative Code.
Occasional travel required.
Some tasks will require evening, weekend and/or holiday activity, including overnight and/or extended travel.

JOB DUTIES:

This position manages the South subsection in the Bureau of Age-Restricted Foods. Manages and supervises the on-the-job performance and activities of division personnel under direct report to ensure that the division's policies, protocols and procedures are appropriately and adequately implemented to ensure a uniform statewide Age-Restricted Food inspection program. Responsible for oversight to assess, coordinate, and implement training.ย  Reviews managerial procedures and practices, identifies problem areas, and initiates improvement planning and coordination.ย  Reviews existing and/or develops new inspection strategies and methods to meet new program responsibilities and manages changes in the work force and workplace.ย 

Reviews, monitors and approves employee required documents, reports, and correspondence. Directs employee disciplinary procedures, recruitment and selection, performance reviews and training assessment needs. Ensures personnel have met the training certification and qualification as required. Provides technical, scientific and professional guidance, assistance, instruction, support, and makes decisions for program area and related issues. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.ย ย  Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Evaluates program needs, manages resources, and provides direction for effectiveness in meeting goals and objectives and to achieve industry compliance in an expeditious manner.ย  Confers with consumers and industry to answer questions, investigate and evaluate complaints, and resolve problems.ย  Assists administration in the development of policies and procedures related to program areas based on trends, evaluations, and audits.ย  Makes recommendations for expansion or modification of the program as necessary to increase efficiency.ย  Makes recommendations for modifications and/or drafts proposed language for legislation or administrative rule.ย  Maintains knowledge of applicable program regulations and provides regulation interpretation review.

Represents the department as a participant in public meetings and speaking engagements. Attends meetings, training sessions, and courses as designated.ย  Responds to disaster or emergency situations and operates under incident command structure when required.ย  Periodically handles emergency or request calls. Performs other related duties as assigned.

Technical responsibilities include all facets of age-restricted foods, which includes, but not limited to, chemistry of such products, modes/methods of sale, market trends (including emerging psychotropic products), and an overall understanding of the psychotropic effects of these products on the human body.

KNOWLEDGE, SKILLS, AND ABILITIES:ย ย ย ย ย ย 

  • Knowledge of the age-restricted/psychotropic food and product markets, products being sold on those markets, terminology used to market these products, chemistry of these products, and the legal basis behind enforcing the sale and distribution of these products.
  • Skills necessary for the position include chemical research, internet searching, managing people, computer usage (including hardware and software).
  • Ability to communicate complex scientific issues to non-scientific personnel, meet deadlines, keep management apprised of relevant issues without prompting, work independently (and accurately), manage time, and be a team player.
  • Ability to understand and apply applicable federal and state statutes, rules and regulations.ย 
  • Ability to formulate program policies and procedures.ย 
  • Ability to provide guidance to inspection and industry personnel.
  • Ability to communicate effectively orally and in writing.ย
