Accountabilities and Specific Requirements:

The Scheduling and Measurements Supervisor provides strategic leadership and oversight for Alyeska's Oil Measurement, Oil Scheduling, and Laboratory functions. This position is accountable for ensuring the accurate measurement, quality analysis, scheduling, accounting, and reporting of all crude oil movements through the Trans Alaska Pipeline System (TAPS).

Acting as the TAPS Oil Movements Representative, this role serves as the primary point of contact between Alyeska and TAPS Owners, Carriers, Shippers, Refiners, Producers, Mariners, government agencies, and other stakeholders regarding oil accounting, scheduling, measurement, and crude quality activities. The position is responsible for ensuring regulatory compliance, operational excellence, data accuracy, and the effective coordination of crude oil transportation from nomination through final accounting.

This role provides leadership for critical business processes that support safe, reliable, and efficient pipeline operations and is expected to support a 24/7 operating environment.

• Provide full oversight of the TAPS measurement systems used to account for crude oil receipts, deliveries, fuel gas consumption, and turbine fuel usage.
• Ensure the accuracy, reliability, and integrity of all oil accounting processes, records, and reporting.
• Serve as the subject matter expert for metered net volumes, oil accounting systems, measurement standards, and regulatory requirements.
• Oversee troubleshooting efforts related to metering system failures and operational upsets, providing direction on repairs, ticket corrections, and corrective actions.
• Review, approve, and monitor metering system upgrades and modifications to improve measurement accuracy and sampling performance.
• Ensure compliance with Alyeska Measurement Standards, applicable API standards, and regulatory requirements.
• Administer and serve as the contract representative for oil accounting software systems and external laboratory service providers.

Oil Scheduling & Logistics

• Serve as the primary TAPS Oil Movements Representative responsible for scheduling crude oil movements to and from TAPS.
• Oversee pipeline and refinery nomination processes, ensuring monthly nominations are balanced, validated, and communicated appropriately.
• Manage weekly vessel scheduling activities and ensure vessel nominations are accurately coordinated and distributed to stakeholders.
• Coordinate shipments from nomination through closing period while serving as the principal contact for carriers and shippers.
• Ensure accurate and timely distribution of Vessel Movement Terminal (VMT) schedules.
• Analyze and manage production forecasts, inventory levels, vessel loading schedules, and production proration scenarios.

Stakeholder Management & Communications

• Act as the designated representative for the Operations Director in interactions with TAPS Owners, Carriers, Shippers, Refiners, Producers, Mariners, government agencies, and Quality Bank representatives.
• Coordinate communications related to operational constraints, environmental impacts, vessel scheduling disruptions, and maintenance activities.
• Communicate schedule changes, operational impacts, and maintenance activities to Alyeska leadership and external stakeholders.
• Build and maintain productive working relationships with Operations, Maintenance, Integrated Planning, SERVS, OCC, and other business partners.

Regulatory Compliance & Reporting

• Ensure corporate oversight, quality control, and compliance for all oil scheduling, laboratory, and oil accounting documentation.
• Maintain records required for pipeline nominations, vessel schedules, production forecasts, inventories, measurement records, and crude quality analyses.
• Ensure all records are retained in accordance with regulatory requirements and corporate records retention policies.
• Understand and apply regulatory and business drivers associated with oil accounting and records management.
• Prepare and validate reports required by regulatory agencies, carriers, owners, and shippers.

Performance Monitoring & Analysis

• Conduct complex analysis related to oil movement operations, inventory management, vessel scheduling, crude quality, and production impacts.
• Evaluate operational and commercial impacts resulting from planned or unplanned pipeline outages.
• Monitor system performance and recommend improvements to increase efficiency, reliability, and accuracy.
• Maintain and report life-of-pipeline metrics, including throughput volumes, deferred barrels, vessel movements, shutdown durations, production impacts, and related operational statistics.

Knowledge, Skills & Abilities:

• Comprehensive knowledge of crude oil transportation, pipeline operations, oil accounting, and scheduling processes.
• Knowledge of petroleum measurement principles, custody transfer accounting, sampling techniques, and crude quality analysis.
• Knowledge of API standards, industry measurement practices, and regulatory compliance requirements applicable to pipeline operations.
• Knowledge of inventory management, forecasting, nominations, vessel scheduling, and marine operations.
• Understanding of records management and retention requirements related to oil accounting and regulatory reporting.
• Strong analytical, problem-solving, and decision-making skills.
• Advanced data analysis and forecasting capabilities.
• Excellent written, verbal, and interpersonal communication skills.

Minimum Qualifications: Applicants must meet or exceed these minimum job requirements to apply for this position.

• Bachelor's degree in Engineering, Business Administration, Supply Chain Management, Petroleum Management, Accounting, Operations Management, or a related field; or an equivalent combination of education and experience.
• Minimum of 5 years of progressively responsible experience in pipeline operations, oil movements, scheduling, oil accounting, measurement, petroleum logistics, marine transportation, or related industry operations.
• Leadership or supervisory experience.
• Experience managing crude oil nominations, scheduling, measurement systems, oil accounting, or related petroleum transportation activities.

Preferred Qualifications:

• Experience with the Trans Alaska Pipeline System (TAPS) or other common carrier pipeline operations.
• Certification or advanced training in petroleum measurement, API standards, or custody transfer accounting.
• Experience interpreting and applying industry standards, regulatory requirements, and contractual agreements.
• Experience supporting marine terminal operations and vessel scheduling.
• Knowledge of refinery nomination and crude transportation processes.
• Advanced analytical and forecasting experience within the oil and gas industry.
• Demonstrated experience managing complex operational and commercial stakeholder relationships.

Schedule: This is a regular exempt Anchorage based position on an urban schedule of a 40-hour week or 9/80-work schedule.
