Job description

Position Summary:

The Community Service Officer (CSO) supports the Town of Dillon by performing non‑sworn public safety and service functions focused on community engagement, code enforcement, and problem solving. CSOs patrol the town, enforce municipal codes, assist with animal control, respond to complaints, complete investigations, prepare reports, and support a variety of administrative and field‑based duties. The role promotes community safety through fair enforcement, education, and collaboration with residents, businesses, other departments, and partner agencies.

Essential Duties & Responsibilities:
  • Patrol the town by vehicle, foot, or bicycle to identify and enforce municipal code violations
  • Investigate complaints related to parking, animals, trash, and abandoned/junk vehicles
  • Coordinate with Municipal Court and other departments on investigations
  • Conduct initial investigations of animal bites and vicious animal complaints; work with Summit County Animal Control as needed
  • Prepare reports, records, and logs according to department standards
  • Use computers and software for reporting, communication, and information retrieval
  • Participate in daily briefings and review departmental communications
  • Respond to difficult situations using sound judgment
  • Work with attorneys and appear in court when required
  • Participate in community programs, education efforts, and public safety presentations
  • Complete investigations and reporting for minor criminal incidents and traffic accidents
  • Assist with traffic and pedestrian control at community events
  • Conduct VIN inspections and assist with abandoned vehicle recovery, storage, and documentation
  • Support evidence/property functions under supervision, including intake, tracking, and transport
  • Assist the Records Unit and follow records release procedures
  • Operate vehicles safely in routine or adverse conditions
  • Maintain and use assigned equipment properly; communicate clearly on radio systems
  • Coordinate with law enforcement agencies, public entities, and community members
  • Provide customer service and respond to inquiries from residents and visitors
  • Apply problem‑solving skills to identify issues, propose solutions, and evaluate outcomes
  • Read and apply relevant laws, policies, and procedures
  • Maintain regular and reliable attendance
  • Serve as a training officer for new CSOs when designated
  • Perform additional related duties as assigned

    Qualifications:
  • Minimum age 21 at time of appointment
  • High school diploma or GED required; post‑secondary education preferred
  • Experience working with the public in a customer service environment
  • Ability to learn and interpret laws, codes, policies, and procedures
  • Ability to safely handle or trap animals and understand animal behavior
  • Ability to operate vehicles, radios, computers, reporting software, and enforcement equipment
  • Ability to respond calmly, exercise sound judgment, maintain confidentiality, and follow instructions
  • Strong communication skills, including report writing and presenting information in legal settings
  • Ability to work effectively and impartially with diverse individuals and groups
  • Ability to apply crime‑prevention and problem‑solving methods
  • Ability to maintain positive working relationships with coworkers and other departments
  • Understanding of workplace safety and ability to recognize and report hazards
  • Ability to meet physical demands of the job, including working outdoors and performing tasks requiring mobility and lifting
