Position Overview:

The Mid-Level Program Analyst, Informatics plans, analyzes, and evaluates the effectiveness of operating programs within a federal health IT environment. This role uses qualitative and quantitative analytical methods to assess program and business process effectiveness, leverages source data to measure and communicate program status, and applies clinical informatics expertise to recommend improvements. The Mid-Level Program Analyst operates within a Veterans Administration healthcare context, supporting program operations and contributing actionable insights to program leadership.

Please note this position is contingent upon award (July/Aug 2026)  

Key Responsibilities:

  • Plan, analyze, and evaluate the effectiveness of operating programs using qualitative and quantitative analytical methods.
  • Use source data to evaluate program and business process effectiveness, identifying trends, gaps, and opportunities for improvement.
  • Manipulate and present program data to communicate program status to stakeholders and leadership.
  • Apply clinical informatics knowledge to assess program operations and recommend improvements aligned with VA healthcare objectives.
  • Develop and maintain program performance metrics, dashboards, and reporting products.
  • Support business process improvement initiatives by analyzing current-state workflows and contributing to future-state design.
  • Prepare and deliver written reports, briefings, and presentations communicating analysis findings and program recommendations.
  • Coordinate with program team members, subject matter experts, and government clients to gather and validate data.
  • Assist in the development of standard operating procedures (SOPs) and program documentation.
  • Participate in working groups, team meetings, and program reviews as assigned.

 

Required Qualifications:
  • Bachelor's Degree in Health Informatics, Business Administration, Public Administration, Information Technology, or a related field.
  • Minimum of 5 years of experience in program analysis, business analysis, or a related role, with relevant clinical informatics experience in a Veterans Administration healthcare setting.
  • Demonstrated experience using data to evaluate program effectiveness and support decision-making.
  • Knowledge of program planning, analysis, and evaluation methodologies applicable to federal health IT programs.
  • Ability to use source data and analytical tools to measure and evaluate program and business process effectiveness.
  • Proficiency with qualitative and quantitative analytical techniques; experience with data visualization and reporting.
  • Relevant clinical informatics experience in a Veterans Administration healthcare setting.
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint) and data analysis/visualization tools.
  • Ability to manipulate and present program data clearly and accurately to varied audiences.
  • Strong written and verbal communication skills; experience preparing professional reports and executive-level briefings.

 

Preferred Qualifications:
  • Experience working with the Veterans Health Administration or a similar federal health agency (CDC, CMS, DHA, HHS, etc.).
  • Active security clearance or ability to obtain one.
  • Certified Health Data Analyst (CHDA) or CPHIMS certification, or similar.
  • Familiarity with VistA, CPRS, or other VA clinical and administrative data systems.
  • Experience using VA data analytics platforms, including Corporate Data Warehouse (CDW) or VSSC.
  • Knowledge of SAFe Lean-Agile principles and experience supporting Agile program delivery.
  • Experience with business intelligence tools (e.g., Tableau, Power BI, or similar) for program performance reporting.
  • Familiarity with VA strategic planning frameworks, VHA Directives, and relevant federal performance management requirements.
